A JOINT RESOLUTION designating the Johnnie L. Turner Memorial Highway in 1 
Harlan County. 2 
WHEREAS, Johnnie L. Turner was born on December 24, 1947, in Harlan County, 3 
Kentucky, to the late Alonzo and Gladys Hyde Turner; and 4 
WHEREAS, Johnnie L. Turner grew up on Pine Mountain and attended Pine 5 
Mountain Settlement School as well as the Red Bird Mission School, where he worked 6 
on campus to pay for his books and tuition; and 7 
WHEREAS, Johnnie L. Turner served in the United States Army from 1967 to 8 
1969, in the Panama Canal Zone; and 9 
WHEREAS, after serving his country, Johnnie L. Turner returned to Eastern 10 
Kentucky and continued his education at Union College in Barbourville, Kentucky, 11 
where he graduated with a Bachelor of Science degree in Accounting in 1974. In 1977, 12 
he received his Juris Doctor degree from the University of Kentucky College of Law; and 13 
WHEREAS, Johnnie L. Turner practiced law in Harlan County for 46 years. He 14 
served as the Harlan County School Board attorney for over 20 years, and as the City of 15 
Cumberland attorney for a number of years; and 16 
WHEREAS, Johnnie L. Turner served in the Kentucky House of Representatives, 17 
representing District 88 from 1999 to 2002, and also in the Kentucky State Senate, 18 
representing District 29 from 2020 to 2024; and 19 
WHEREAS, Johnnie L. Turner was an advocate and champion for Eastern 20 
Kentucky, which he felt should not be overlooked. He was especially fond of his 21 
constituents from Harlan, Bell, Letcher, Knott, and Floyd Counties and was committed to 22 
see their quality of life improve; and 23 
WHEREAS, on October 22, 2024, Johnnie L. Turner passed away following an 24 
accident, leaving his family, friends, and community mourning his passing; and 25 
WHEREAS, it is fitting and proper that the many and generous contributions of 26 
Johnnie L. Turner be memorialized in some tangible way; 27  UNOFFICIAL COPY  	25 RS BR 1378

NOW, THEREFORE, 1 
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 2 
Section 1.   The Transportation Cabinet shall designate the portion of Kentucky 3 
Route 221 in Harlan County, from mile point 8.9 to mile point 18.4, as the "Johnnie L. 4 
Turner Memorial Highway" and shall, within 30 days of the effective date of this 5 
Resolution, erect appropriate signage denoting this designation. 6
