UNOFFICIAL COPY 25 RS BR 1971 Page 1 of 2 XXXX 3/5/2025 3:34 PM Jacketed A RESOLUTION commending Taiwan for its relationship with the United States 1 and the Commonwealth of Kentucky. 2 WHEREAS, Taiwan and the United States of America are long-standing allies who 3 both deeply cherish the common values of democracy, peace, and prosperity, toward 4 which Taiwan continues to pursue integrated diplomacy and serves the best interests of 5 the Indo-Pacific region by deepening ties with other like-minded nations, safeguarding 6 regional security, and utilizing Taiwan’s technological and economic success to promote 7 partnerships on mutual benefits; and 8 WHEREAS, China repeatedly exerts economic coercion and stages military drills 9 directed toward Taiwan; and 10 WHEREAS, Taiwan is the United States’ eighth-largest trading partner, and the 11 United States is Taiwan’s second-largest trading partner, with an estimated $128 billion 12 worth of trade, and Taiwan is Kentucky’s 14th largest import and 20th largest export 13 market in 2023; and 14 WHEREAS, the United States' and Taiwan’s first agreement entry into force under 15 the US-Taiwan Initiative on 21st-Century Trade includes commitments on anti-16 corruption, good regulatory practices, customs administration, trade facilitation, and 17 small and medium-sized enterprises; and 18 WHEREAS, Kentucky signed a collaboration agreement with Taiwan in 2023, 19 agreeing to collaborate in good faith to facilitate two-way trade and investment expansion 20 and industrial cooperation, another milestone following a bilateral education cooperation 21 memorandum of understanding signed in 2021; 22 NOW, THEREFORE, 23 Be it resolved by the Senate of the General Assembly of the Commonwealth of 24 Kentucky: 25 Section 1. The Senate supports constant talks as Taiwanese companies are 26 looking for a diverse and free market investment in the United States, encourages the 27 UNOFFICIAL COPY 25 RS BR 1971 Page 2 of 2 XXXX 3/5/2025 3:34 PM Jacketed state government to establish a trade office in Taiwan as 23 states and Guam have done, 1 supports the organization of a trade delegation to Taiwan to attract more investments, and 2 encourages city governments to participate in the annual "Smart City" forum in Taiwan. 3 Section 2. With the celebration of Taiwan’s democracy to reaffirm the United 4 States' commitment to Taiwan, the Senate encourages the members of this body to join 5 the Taiwan Caucus to explore more collaborative opportunities with Taiwan. 6 Section 3. The Senate encourages conducting more exchanges with Taiwan of 7 scholars, teachers, and students; increasing the number of Kentuckians who take part in 8 Taiwanese American Heritage Week in May and other activities; and experiencing and 9 promoting Taiwan’s culture, tourism, and delicacies such as boba tea. 10 Section 4. The Clerk of the Senate is directed to transmit a copy of this 11 Resolution to Governor Andy Beshear, Secretary of State Michael G. Adams, Senator 12 Mitch McConnell, Senator Rand Paul, Representative Andy Barr, Representative James 13 Comer, Representative Brett Guthrie, Representative Thomas Massie, Representative 14 Morgan McGarvey, Representative Hal Rogers, and Mr. Elliot Wang, Director-General 15 of the Taipei Economic and Cultural Office in Atlanta. 16
