Hopkins was born on May 30, 1936, in Russell, Kentucky, 3 to Taylor and Myrtle Hopkins; and 4 WHEREAS, William C. Hopkins received the nickname "Buffalo Bill" as a young 5 child due to his large stature and carried that nickname his entire life; and 6 WHEREAS, William C. Hopkins was a graduate of Ashland High School, where he 7 participated in several sports including football and basketball; and 8 WHEREAS, William C. Hopkins met his wife, Ruth Greene Hopkins, while 9 attending Ashland High School and working as a lifeguard at Southside Pool; and 10 WHEREAS, William C. Hopkins and Ruth Greene Hopkins were married on 11 January 7, 1958, on the television show "Bride and Groom"; and 12 WHEREAS, after graduating, William C. Hopkins began working as a welder at 13 Armco Steel before returning to college where he graduated from Marshall University. 14 He then began working at Ashland, Inc., in the auditing department; and 15 WHEREAS, William C. Hopkins retired in 1997 as the president of South Point 16 Ethanol; and 17 WHEREAS, William C. Hopkins served as mayor of Russell for thirteen years and 18 thoroughly loved this job and his coworkers; and 19 WHEREAS, William C. Hopkins was honored on Elks Sports Day in June 15, 20 when he was recognized for his contributions to the Ashland High School basketball and 21 football teams, which included the 1954 basketball team that surprised many by finishing 22 third in the state; and 23 WHEREAS, William C. Hopkins was an avid golfer and had many friends and 24 golfing buddies, including his two best friends, J.C. Brown and Tracey Hillman; and 25 WHEREAS, William C. Hopkins went home to be with the Lord on February 22, 26 2025, leaving his legacy to be continued through his family and loved ones. He is 27 UNOFFICIAL COPY 25 RS BR 1997 Page 2 of 2 XXXX 3/4/2025 4:21 PM Jacketed survived by his wife, Ruth Greene Hopkins; two daughters, Carman (Rick) Roberts and 1 Carol (Darrall) Henderson; four grandchildren; seven great-grandchildren; and several 2 nieces and nephews; 3 NOW, THEREFORE, 4 Be it resolved by the Senate of the General Assembly of the Commonwealth of 5 Kentucky: 6 Section 1. The members of the Senate hereby express their most profound 7 sympathy upon the passing of William C. Hopkins. 8 Section 2. When the Senate adjourns this day, it does so in honor and loving 9 memory of William C. Hopkins. 10 Section 3. The Clerk of the Senate is directed to transmit a copy of this 11 Resolution to Senator Robin Webb. 12
