A RESOLUTION adjourning the Senate in honor and loving memory of Kentucky 1 
State Trooper Sergeant Chris Carter. 2 
WHEREAS, the Senate is profoundly saddened by the passing of Sergeant Chris 3 
Carter, a devoted law enforcement officer, a loving husband, son, and brother, and a true 4 
guardian of the people of the Commonwealth; and 5 
WHEREAS, born on September 3, 1982, in Ashland, Kentucky, to his loving 6 
mother, Ruby Cartmel Carter and his late father, Arnold Carter, Sergeant Chris Carter 7 
embodied the values of integrity, selflessness, and service that would come to define his 8 
career and his life; and 9 
WHEREAS, Sergeant Chris Carter committed 19 years of his life to the Kentucky 10 
State Police, serving the Commonwealth at KSP Post 14 in Ashland with steadfast 11 
commitment to protecting his fellow Kentuckians and ensuring their safety, often putting 12 
his own life on the line for his community; and 13 
WHEREAS, Sergeant Chris Carter was not only a public servant but also a man of 14 
deep compassion and kindness, known for his willingness to mentor, offer guidance, and 15 
act as a source of strength for his colleagues, friends, and family; and 16 
WHEREAS, Sergeant Chris Carter passed away on November 10, 2024, at the age 17 
of 42, leaving behind a lasting legacy of bravery, kindness, and unwavering commitment 18 
to duty; and 19 
WHEREAS, Sergeant Chris Carter is survived by his loving wife, Brittney Carter; 20 
his mother, Ruby Carter; his stepfather, Les Carter; two sisters, Jessica (Jeremy) 21 
Menshouse and Renee (Dan) Huff; his nieces, Lily and Sophie Menshouse; and his 22 
nephew, Jonah Menshouse; and 23 
WHEREAS, the Senate of the Commonwealth of Kentucky stands in solemn 24 
mourning and with deep gratitude as it recognizes the life, service, and sacrifice of 25 
Sergeant Chris Carter, a dedicated and courageous member of the Kentucky State Police 26

NOW, THEREFORE, 1 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 2 
Kentucky: 3 
Section 1.   The Senate hereby expresses its profound sense of sorrow upon the 4 
passing of Sergeant Chris Carter and extends its heartfelt condolences to his family, 5 
friends, and colleagues. 6 
Section 2.   When the Senate adjourns this day, it does so in honor and loving 7 
memory of Sergeant Chris Carter. 8 
Section 3. The Clerk of the Senate is directed to transmit a copy of this 9 
Resolution to Senator Phillip Wheeler for the delivery to the family as an expression of 10 
the Senate's deepest sympathy and gratitude for Sergeant Carter's dedicated service to the 11 
Commonwealth. 12
