A RESOLUTION urging the Cabinet for Health and Family Services to explore and 1 
implement strategies to maximize the utilization of the Supplemental Nutrition 2 
Assistance Program Employment and Training program. 3 
WHEREAS, the Supplemental Nutrition Assistance Program Employment and 4 
Training program (SNAP E&T) is a critical federal initiative designed to assist 5 
Supplemental Nutrition Assistance Program recipients in gaining skills, training, or work 6 
experience necessary to achieve self-sufficiency; and 7 
WHEREAS, SNAP E&T provides services such as job search assistance, education, 8 
vocational training, work experience programs, and support services which can help low-9 
income individuals secure stable employment; and 10 
WHEREAS, Kentucky faces challenges with workforce participation rates and 11 
economic disparities, especially in rural and underserved areas, which could benefit 12 
significantly from the expanded use of SNAP E&T; and 13 
WHEREAS, expanding the utilization of SNAP E&T can reduce dependency on 14 
public assistance programs by empowering individuals to transition into stable, higher-15 
paying employment opportunities; and 16 
WHEREAS, enhanced SNAP E&T can strengthen Kentucky’s workforc e, 17 
contributing to economic growth and a more resilient labor market; and 18 
WHEREAS, federal funding is available to support the implementation and 19 
expansion of SNAP E&T, including a fifty-fifty reimbursement structure for allowable 20 
program costs, thereby reducing the financial burden on the state; and 21 
WHEREAS, neighboring states have successfully leveraged SNAP E&T to enhance 22 
workforce development and achieve measurable improvements in employment outcomes 23 
for low-income residents; and 24 
WHEREAS, an expanded SNAP E&T can address barriers to employment such as 25 
lack of access to transportation, child care, or educational resources, thus fostering 26

NOW, THEREFORE, 1 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 2 
Kentucky: 3 
Section 1. The Senate urges the Cabinet for Health and Family Services to 4 
explore and implement strategies to maximize the utilization of the SNAP E&T program. 5 
Section 2.   The Senate encourages the Cabinet for Health and Family Services to 6 
engage with community-based organizations, employers, and educational institutions to 7 
build partnerships that support the delivery of SNAP E&T services. 8 
Section 3.   The Senate urges the Cabinet for Health and Family Services identify 9 
and address any barriers to participation in SNAP E&T and develop targeted outreach 10 
initiatives to ensure that eligible individuals are aware of and can access these vital 11 
services. 12 
Section 4.   The Senate encourages the Cabinet for Health and Family Services to 13 
compile a report detailing findings, strategies, and recommendations for expanding 14 
SNAP E&T utilization in Kentucky and to submit the report to the General Assembly by 15 
December 1, 2025. 16 
Section 5.   The Senate recognizes that the benefits of expanding SNAP E&T 17 
utilization include increased employment opportunities, economic self-sufficiency, 18 
reduced poverty rates, and a strengthened workforce, all of which contribute to a brighter 19 
and more prosperous future for Kentucky. 20 
Section 6. The Clerk of the Senate is directed to transmit a copy of this 21 
Resolution to the Secretary of the Cabinet for Health and Family Services, 275 East Main 22 
Street, Frankfort, Kentucky 40621. 23
