Regular Session, 2010 HOUSE BILL NO. 1010 BY REPRESENTATIVE HOFFMANN PROCUREMENT: Provides for alternate means of proof that paper is manufactured in the state AN ACT1 To amend and reenact R.S. 38:2251(C)(6) and R.S. 39:1595(C)(6), relative to procurement;2 to provide relative to preferences for paper products; and to provide for related3 matters.4 Be it enacted by the Legislature of Louisiana:5 Section 1. R.S. 38:2251(C)(6) is hereby amended and reenacted to read as follows:6 §2251. Preference for products produced or manufactured in Louisiana; exceptions7 * * *8 C. 9 * * *10 (6) Paper and paper products shall be manufactured or converted in11 Louisiana. For the purposes of this Paragraph, "manufactured" shall mean the12 process of making a product suitable for use from raw materials by hand or by13 machinery, and "converted" shall mean the process of converting roll stock into a14 sheeted and fully packaged product in a full-time converting operation. 15 (a) For paper supplied in wrapped reams, each carton and each individual16 ream shall be clearly labeled with the name of the manufacturer or converter and the17 location within Louisiana where such paper is manufactured or converted or the18 paper shall be delivered with written certification from the manufacturer that the19 product was manufactured or converted in Louisiana. 20 HLS 10RS-1568 ORIGINAL HB NO. 1010 Page 2 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. (b) For paper and paper products supplied in bulk or in other forms, the1 smallest unit of packaging shall be clearly labeled with the name of the manufacturer2 or converter and the location within Louisiana where such paper or paper product is3 manufactured or converted or the paper shall be delivered with written certification4 from the manufacturer that the product was manufactured or converted in Louisiana.5 * * *6 Section 2. R.S. 39:1595(C)(6) is hereby amended and reenacted to read as follows:7 §1595. Present law provides for preferences in procurement for paper products manufactured in Louisiana. Present law further provides for proof that the paper is manufactured or converted in Louisiana by requiring that for paper supplied in wrapped reams, each carton and each individual ream shall be clearly labeled with the name of the manufacturer or converter and the location within Louisiana. For paper and paper products supplied in bulk or in other forms, the smallest unit of packaging shall be clearly labeled with the name of the manufacturer or converter and the location within Louisiana. Proposed law retains present law and additionally allows for paper to be delivered with written certification from the manufacturer as proof that the paper product was manufactured or converted in Louisiana.
