JUVENILES/DETENTION FAC:  Provides for priority regarding juvenile placement in
facilities in certain juvenile justice districts
AN ACT1
To enact R.S. 15:1094.8, relative to juvenile justice districts; to provide legislative intent;2
to provide for priority for placement of juveniles in a certain juvenile justice district;3
to provide for negotiations for future contractual provisions for reimbursement of4
expenses; to prohibit the abridgement of existing contracts; and to provide for related5
matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  Legislative intent8
The purpose of a juvenile justice district is to assist and afford opportunities to9
children who enter the juvenile justice system and to provide physical facilities and related10
services for children throughout the area encompassed within the district.  The board of11
commissioners of a juvenile justice district has the authority to levy taxes within the district12
when authorized by a majority of the electors in the district.  Additionally, court costs are13
assessed in a juvenile justice district to be remitted to the board of a juvenile justice14
commission to be used for the expenses of its operations.15
Section 2.  R.S. 15:1094.8 is hereby enacted to read as follows: 16
ยง1094.8.  Priority for placement of local juveniles17
A. The juveniles living within a five-parish juvenile justice district shall have18
priority of placement in the five-parish juvenile facility over juveniles who reside19

B.  The provisions of this Section shall not abridge any existing contractual1
obligations of the commission or the regional detention facility entered into with the2
Department of Public Safety and Corrections, other regional detention facilities, or3
a state, parish, or local agency.4
C. The interested parties shall consider and negotiate in all future contracts5
to provide for reimbursement of costs incurred by the courts situated within a five-6
parish juvenile justice district for the housing of local youth in other facilities outside7
the district when the five-parish juvenile justice district facility is housing other8
youth from outside the district in the local facility.9

Proposed law provides that these provisions shall not abridge any existing contractual
obligations of the commission or the regional detention facility entered into with the Dept.

consider and negotiate to provide for reimbursement of costs incurred by the courts situated
