STUDENT/TUITION: Authorizes the LSU Board of Supervisors to increase tuition and
fees for specified schools and programs of the LSU Health Sciences Centers
AN ACT1
To enact R.S. 17:3351.11(D), relative to tuition and fees for students of the Louisiana State2
University Health Sciences Centers; to authorize the Board of Supervisors of3
Louisiana State University and Agricultural and Mechanical College to increase4
tuition and fee amounts for specified schools and programs of the Louisiana State5
University Health Sciences Centers; to provide limitations; to authorize imposition6
of tuition and fees on a credit hour basis; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 17:3351.11(D) is hereby enacted to read as follows: 9
§3351.11. Board of Supervisors of Louisiana State University and Agricultural and10
Mechanical College; tuition and attendance fee amounts; Health Sciences11
Centers; waivers12

D. In addition to the authority granted by Subsection A of this Section and14
other provisions of law as cited in Paragraph (A)(1) of this Section, the Board of15
Supervisors of Louisiana State University and Agricultural and Mechanical College,16
in accordance with the provisions of Article VII, Section 2.1(A) of the Constitution17
of Louisiana, may do all of the following:18
(1) Increase tuition and fee amounts provided in Subsection A of this Section19

reaches the average tuition and fee amounts of its peer institutions. For purposes of1
this Subsection, "peer institutions" shall have the meaning provided by guidelines2
established by the Board of Regents. Such guidelines shall be established for3
institutions as provided in this Section in the same manner as is provided in R.S.4
17:3351(A)(5)(e)(i).5
(b) Upon reaching the average tuition and fee amounts as specified in6
Paragraph (1) of this Subsection, increase tuition and fee amounts by up to five7
percent annually or by an amount equal to the increase in the Higher Education Price8
Index in the previous year, whichever is greater.9
(c) Impose all or some tuition and fee charges on a student credit hour basis.10
Section 2. This Act shall become effective upon signature by the governor or, if not11
signed by the governor, upon expiration of the time for bills to become law without signature12
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If13
vetoed by the governor and subsequently approved by the legislature, this Act shall become14
effective on the day following such approval.15

Proposed law authorizes the LSU Board of Supervisors to increase tuition and fee amounts
provided in present law by up to 10% annually, without legislative approval, until the
institution reaches the average tuition and fee amounts of its peer institutions. Provides that
"peer institutions" shall have the meaning provided by Board of Regents guidelines to be
established as provided by law. Authorizes the board, upon reaching the average tuition and
fee amounts authorized by proposed law, to increase tuition and fee amounts by up to 5%
annually or by an amount equal to the increase in the Higher Education Price Index in the
previous year, whichever is greater.
Proposed law also authorizes the LSU Board of Supervisors to impose all or some tuition
and fee charges on a student credit hour basis.
Present law provides that the authority to impose the program tuition and attendance fee
amounts provided by present law includes the authority to impose proportional amounts for

Proposed law makes present law applicable to proposed law.
Present law requires the board of supervisors, prior to imposing any increase in tuition or
attendance fee amounts or any program fee amount authorized by present law, to establish
criteria for waivers of such amounts in cases of financial hardship.  Requires that
information about such waivers be made available to all prospective students so the student
can be aware of the increase or fee amount and the availability of waivers thereto prior to
making any final decision concerning attendance.
Proposed law makes present law applicable to proposed law.
Present law provides that present law authority is in addition to the authority granted to the
board of supervisors by R.S. 17:3351(A)(5), 3351.1, 3351.3, and 3351.5, and Act No. 493
of the 1999 R.S. and Act 138 of the 1st E.S. of 2002 and in accordance with the provisions
of Art. VII, §2.1(A) of the Constitution of Louisiana.
Proposed law provides that it is in addition to the authority provided in present law and the
provisions cited above in present law. 
Effective upon signature of governor or lapse of time for gubernatorial action.
