HIGHER EDUCATION: Provides relative to higher education accountability
AN ACT1
To enact R.S. 17:3391, relative to public institutions of postsecondary education; to provide2
for higher education accountability; to require such institutions to provide certain3
information to the legislature and to the public; to provide for an effective date; and4
to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 17:3391 is hereby enacted to read as follows:7
ยง3991. Higher education accountability8
To expand access to public information and to be accountable to the9
taxpayers of Louisiana, each public institution of postsecondary education,10
"institution" in this Section, shall report annually to the legislature and in a11
prominent user-friendly location on its website, the following information:12
(1) Institutional and student profile, including:13
(a) The purpose and mission of the institution.14
(b) The institution's admissions standards.15
(c) A clear, accurate, and comprehensive description, annually updated, of16
the student body profile, which information shall include but not be limited to the17
number and percentage of students enrolled by residency; and the average American18
College Test score or Scholastic Aptitude Test score.19 HLS 10RS-1550 ORIGINAL

(d) Information regarding the institution's tuition, fees, and total cost of1
attendance.2
(e) Information relating to affordability, including but not limited to the3
average amount of student loans, the percentage of students receiving financial aid,4
and the average amount of financial aid dollars awarded.5
(f) The institution's crime statistics.6
(2) Measurements of student and faculty engagement, including:7
(a) The percentage of lower-level classes taught by full time faculty.8
(b) The average teaching load by discipline, including the average amount9
of credit hours taught per student.10
(c) The amount and type of general education courses required for each11
degree program.12
(d) Criteria for transferring to the institution.13
(e) The process for evaluating the effectiveness of each program.14
(f) A clear explanation of student outcomes expected for each program and15
how such outcomes are measured.16
(g) A definition of what constitutes satisfactory academic progress for17
students in the institution.18
(h) The percentage of faculty who possess the highest degree in their given19
fields of study.20
(3) Measurements of academic achievement, including:21
(a) The freshman to sophomore student retention rates.22
(b) The institution's four-year, five-year, and six-year graduation rates.23
(c) The percentage of students enrolled in remedial courses.24
(d) The average time it takes for a student to earn a degree.25
(e) The average scores on externally validated, nationally benchmarked26
outcome assessments in core areas including writing, mathematics, and general27
education, if applicable.28

(g) Measurements of employer satisfaction.1
(h) The average scores on graduate school admission tests and licensure2
exams.3
(i) Admission rates of baccalaureate degree recipients into graduate4
programs.5
(j) Job placement rates by discipline.6
(4) Measurements of institutional efficiency and fiscal condition, including:7
(a) The percentage of the institution's educational and general budget spent8
on instruction and academic support.9
(b) The percentage of the institution's educational and general budget spent10
on research and public service.11
(c) The percentage of the institution's educational and general budget spent12
on student services.13
(d) The percentage of the institution's educational and general budget spent14
on administrative support.15
(e) The percentage of the institution's educational and general budget spent16
on operation and maintenance of facilities.17
(f) The ratio of administrative staff to total staff.18
(g) Measurements of classroom and laboratory space utilization.19
(h) General fund appropriations per in-state full-time equivalent student.20
(i) Total expenditures per full-time equivalent student.21
Section 2. This Act shall become effective on July 1, 2010; if vetoed by the governor22
and subsequently approved by the legislature, this Act shall become effective on July 1,23

Proposed law requires every public institution of postsecondary education to provide to the
legislature and post on its website certain information relating to such institution in the
following categories:
(1)The institutional and student profile.
(2)Measurements of student and faculty engagement.
(3)Measurements of student achievement.
(4)Measurements of institutional efficiency and its fiscal condition.
Effective July 1, 2010.
