ACT No. 736 Regular Session, 2010 HOUSE BILL NO. 1114 BY REPRESENTATIVE GREENE AN ACT1 To enact R.S. 13:961.2 and 1411, relative to court reporters; to provide for the preparation2 of transcripts; to provide for time limitations; and to provide for related matters.3 Be it enacted by the Legislature of Louisiana:4 Section 1. R.S. 13:961.2 and 1411 are hereby enacted to read as follows: 5 §961.2. Court reporters; transcripts6 A. Except as provided in R.S. 13:961(F), official court reporters and deputy7 court reporters shall prepare transcripts formatted as follows:8 (1) Transcripts shall contain no fewer than thirty-two typed lines, exclusive9 of the page number, on legal paper.10 (2) Transcripts shall contain no fewer than nine characters to the typed inch11 in Pica type.12 (3) The left-hand margin of transcripts shall be set at no more than one inch.13 (4) The right-hand margin of transcripts shall be set at no more than one14 inch.15 (5) Each question and answer shall begin on a separate line.16 (6) Each question and answer shall begin at the left-hand margin, with no17 more than five spaces from the question and answer to the text.18 (7) Carryover question and answer lines shall begin at the left-hand margin.19 ENROLLEDHB NO. 1114 Page 2 of 4 CODING: Words in struck through type are deletions from existing law; words underscored are additions. (8) Colloquy material shall begin no more than fifteen spaces from the1 left-hand margin, with carryover lines commencing no more than ten spaces from the2 left-hand margin.3 (9) Quoted material shall begin no more than fifteen spaces from the4 left-hand margin, with carryover lines commencing no more than ten spaces from the5 left-hand margin.6 (10) Parenthetical and exhibit markings shall begin no more than fifteen7 spaces from the left-hand margin.8 (11) There shall be at least a one inch bottom margin.9 B.(1) When a transcript is requested by a litigant, the court reporter or deputy10 court reporter shall be paid in advance and shall furnish such transcript within thirty11 days of payment.12 (2) If the court reporter or deputy court reporter is unable to furnish such13 transcript within thirty days following the request and payment of the same, the court14 reporter or deputy court reporter may apply for an extension by written request to the15 trial judge, who may grant the extension for a reasonable period of time for good16 cause.17 (3) When a court reporter or deputy court reporter requests an extension, the18 court shall send a notice or certificate to the litigant who requested the transcript.19 C. The provisions of this Section shall not apply to appellate transcripts20 governed by specific court rules.21 * * *22 §1411. Court reporters; transcripts23 A. This Act shall become effective upon signature by the governor or, if not1 signed by the governor, upon expiration of the time for bills to become law without signature2 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
