ANIMALS/HORSES:  Creates the Louisiana Performance Horse Promotion Act
AN ACT1
To enact Part VI of Chapter 4 of Title 4 of the Louisiana Revised Statutes of 1950, to be2
comprised R.S. 4:281 through 285, relative to performance horses; to create the3
Louisiana Performance Horse Promotion Association; to provide for a short title; to4
provide for purpose; to provide for powers and duties of the association; to provide5
for rule making authority; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. Part VI of Chapter 4 of Title 4 of the Louisiana Revised Statutes of 1950,8
comprised of R.S. 4:281 through 285, is hereby enacted to read as follows: 9
PART VI.  LOUISIANA PERFORMANCE HORSES10
§281.  Short title11
This Part may be referred to as "Louisiana Performance Horse Promotion12
Act".13
§282.  Purpose14
A. The purpose of this Part is to promote and support the competition and15
breeding of Louisiana performance horses.16
B.  The purpose of this Part is to encourage:17
(1) The development of certifiable and exclusive Louisiana-bred18
performance horses.19

§283.  Louisiana Performance Horse Association1
The Louisiana Performance Horse Association is hereby created, hereafter2
referred to as the "association".3
§284.  Power and duties4
The powers and duties of the association shall include the following:5
(1) To attract horse breeders who would bring and keep operations in6
Louisiana.7
(2) To support youth groups including but not limited to 4-H in helping to8
achieve educational goals.9
(3) To assist existing equine rescue operations or enhance the equine rescue10
services.11
(4) To enhance the use and potential value-adding of lands used for trail12
riding.13
§285.  Rule making authority14
The association shall adopt and promulgate rules and regulations in15
accordance with the Administrative Procedure Act to implement the provisions of16
this Part.17
