GAUTREAUX, AND THOMPSON AN ACT1 To amend and reenact R.S. 51:61, 64, and 65, relative to foreign trade zones; to provide for2 a board making an application to be designated as a foreign trade zone; and to3 provide for related matters.4 Be it enacted by the Legislature of Louisiana:5 Section 1. R.S. 51:61, 64, and 65 are hereby amended and reenacted to read as6 follows: 7 §61. Definitions 8 Whenever used in this Part, "board" refers to the New Orleans Aviation9 Board, the Board of Commissioners of the Lake Charles Harbor and Terminal10 District, the South Louisiana Port Commission, the Livingston-Tangipahoa Parishes11 Port Commission, the Greater Baton Rouge Port Commission, the Caddo-Bossier12 Port Commission, the Vidalia Port Commission, the Board of Commissioners of the13 England Economic and Industrial Development District, and the Board of14 Commissioners of the Port of New Orleans and in addition thereto any port15 commission or port, harbor, and terminal district., the New Orleans Regional16 Business Park, and any airport with an industrial park or property designated for17 industrial development.18 * * *19 ENROLLEDHB NO. 1347 Page 2 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. §64. Buildings or enclosures 1 The board may lease the right to do so or may erect, maintain, and operate2 any structures, buildings, or enclosures as may be necessary or proper for3 establishing and operating any foreign trade zones or subzones that may be4 established in the New Orleans International Airport, the South Louisiana Port5 Commission, the Lake Charles Harbor and Terminal District, the Livingston-6 Tangipahoa Parishes Port Commission, the Greater Baton Rouge Port Commission,7 the Caddo-Bossier Port Commission, the Vidalia Port Commission, the England8 Economic and Industrial Development District, or in the Port of New Orleans or any9 port commission or port, harbor, and terminal district, the New Orleans Regional10 Business Park, and any airport commission with an industrial park or property11 designated for industrial development under and by virtue of 19 U.S.C. §81a et seq.12 §65. Extent of authority of commissioners 13 The authority granted in this Part to the board confers on the board the right14 to do all things necessary and proper to carry into effect the establishing,15 maintaining, and operating of foreign trade zones in the New Orleans International16 Airport, the South Louisiana Port Commission, the Lake Charles Harbor and17 Terminal District, the Port of New Orleans, the Livingston-Tangipahoa Parishes Port18 Commission, the Caddo-Bossier Port Commission, the Vidalia Port Commission, the19 England Economic and Industrial Development District, or the Greater Baton Rouge20 Port Commission or any port commission or port, harbor, and terminal district, the21 New Orleans Regional Business Park, and any airport with an industrial park or22 property designated for industrial development, and to comply fully with the23 provisions of 19 U.S.C. §81a et seq. and all regulations that may be made under it.24 Further, a board which does not have federally authorized foreign trade zone status25 may enter into agreement with another board which has federally granted foreign26 trade zone authority to establish, maintain, or operate a subzone or subzones within27 ENROLLEDHB NO. 1347 Page 3 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. the jurisdiction of the board, provided that such agreement shall not limit or affect1 the powers and authority of either board.2 SPEAKER OF THE HOUSE OF REPRESENTATI VES PRESIDENT OF THE SENATE GOVERNOR OF THE STATE OF LOUISIANA APPROVED:
