BY REPRESENTATIVE DIXON AND SENATOR MCPHERSON
CIVIL SERVICE/FIRE & POL: Provides relative to competitive tests in the municipal
police civil service
AN ACT1
To amend and reenact R.S. 33:2492(1)(b) and (7), 2493(A)(2), 2552(1)(b) and (7), and2
2553(A)(2), relative to municipal fire and police civil service; to provide relative to3
competitive tests for certain positions in the classified police service; to provide4
relative to notice of such tests; to provide for restrictions governing admission to5
such tests; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 33:2492(1)(b) and (7), 2493(A)(2), 2552(1)(b) and (7), and8
2553(A)(2) are hereby amended and reenacted to read as follows: 9
§2492.  Tests 10
Tests to determine the eligibility of applicants for entry upon the promotional11
and competitive employment lists shall be provided, as follows: 12

(b)(i) In addition to the posted notice, public notice for all tests to be given15
on a competitive basis which are open to applicants outside of the respective16
department shall be published at least four times during the thirty-day period in the17
official journal of the municipality in which such tests are to be held. This notice of18

all applicants shall be advised of the date, place, and time to report for an announced1
test at least five days in advance thereof in any manner the board may prescribe.2
(ii) Public notice for all tests to be given on a competitive basis which are3
not open to applicants outside of the respective department shall be given in4
accordance with Subparagraph (a) of this Paragraph.5

(7)  Competitive tests shall be held only as the needs of the service require7
and shall be given for classes comprising only the following duties or positions:8
(a) Chief of the departmental service.9
(b) The second highest class in the classified police service at the rank of10
either assistant chief or deputy chief.11
(c) The entrance or lowest ranking class in the classified service.12
(c) (d) The entrance or lowest ranking class in any group of classes where the13
various classes have been divided into groups by the classification plan.14
(d) (e) Operation, maintenance, and supervision of radio, fire alarm, police15
alarm, and other signal systems.16
(e) (f) Automotive or fire apparatus mechanics and repairmen.17
(f) (g) Secretary to the chief.18
(g) (h) Departmental records clerk.19
(h) (i) For a position in any class in the classified service after reasonable20
efforts by preceding methods provided by this Part have failed to produce names of21
persons eligible for regular appointment thereto.22

§2493. Admission to tests24
A. Admission to tests provided by the civil service board through the state25
examiner shall be as follows:26

(2) Admission to competitive tests shall be open to all persons who meet the28

to competitive tests provided for in accordance with R.S. 33:2492(7)(b) may be1
limited to regular employees of the municipal police department for which the test2
is given in the manner provided by the rules of the board.3

§2552. Tests5
Tests to determine the eligibility of applicants for entry upon the promotional6

§2553. Admission to tests10
A. Admission to tests provided by the civil service board through the state11
examiner shall be as follows:12

to competitive tests provided for in accordance with R.S. 33:2552(7)(b) may be16
limited to regular employee s of the municipal police department for which the test17
is given in the manner provided by the rules of the board.18

Section 2. This Act shall become effective on July 1, 2010; if vetoed by the governor20
and subsequently approved by the legislature, this Act shall become effective on July 1,21
2010, or on the day following such approval by the legislature, whichever is later.22

municipalities with population between 13,000 and 250,000, in addition to the posted notice,
public notice for all tests to be given on a competitive basis must be published at least four
times during the 30-day period in the official journal of the municipality in which such tests
are to be held. Present law further provides that this notice of examination need not reveal
the exact date on which tests are to be administered, but all applicants are to be advised of
the date, place, and time to report for an announced test at least five days in advance thereof
in any manner the board may prescribe. 
Proposed law retains present law to the extent it applies to competitive tests open to
applicants from outside of the respective department.  Proposed law requires public notice
for all competitive tests which are closed to outside applicants to be provided pursuant to
present law provisions governing notice of promotional tests.

population between 13,000 and 250,000 are to be held only as the needs of the service
