HOUSE BILL NO. 1398

MOTOR VEHICLES:  To authorize the use of mini-trucks on roads
AN ACT1
To amend and reenact R.S. 32:297.1, relative to motor vehicles; to authorize the use of mini-2
trucks on streets; to require the office of motor vehicles to register mini-trucks; and3
to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 32:297.1 is hereby amended and reenacted to read as follows:6
ยง297.1.  Low rider vehicles Mini-trucks7
A. It shall be lawful to operate mini-vehicles mini-trucks powered by a8
motor with a displacement of six hundred sixty cubic centimeters or more on the9
streets and highways, except interstate highways, in this state, if such vehicle meets10
all applicable federal and state safety and emissions standards.  Furthermore, all11
mini-vehicles mini-trucks operating on the streets and highways in this state shall12
bear a valid safety inspection certificate issued by the state of Louisiana.13
B. Any mini-truck operated upon any street or highway in this state shall be14
registered with the state of Louisiana, office of motor vehicles, in the same manner15
as motor vehicles intended for personal use.  A mini-truck shall be issued a license16
plate and the owner shall be required to pay an annual registration license fee to be17
collected by the office of motor vehicles every two years in accordance with the18
procedures and schedule of fees provided for in R.S. 47:463.19 HLS 10RS-2806	ORIGINAL

C. The office of motor vehicles may require presentation of a notarized1
translation of a title presented in a foreign language, if necessary.  The translation2
shall be provided at the expense of the applicant.3
D.  The Department of Public Safety and Corrections, office of motor4
vehicles, shall adopt rules and regulations in accordance with the Administrative5
Procedure Act, subject to oversight by the House and Senate Committees on6
Transportation, Highways and Public Works, as are necessary to implement the7
provisions of this Section.8

Proposed law changes mini-vehicles to "mini-trucks" and authorizes their use on streets and
highways, but not interstate highways, if the vehicle has an inspection sticker.
Proposed law requires the office of motor vehicles to register mini-trucks in the same
manner as motor vehicles.
Proposed law authorizes the office of motor vehicles to require an applicant to present a
translation of title in a foreign language at the expense of the applicant.
Proposed law requires DPS&C, office of motor vehicles, to adopt rules and regulations to
implement present law and proposed law.
