Regular Session, 2010 HOUSE BILL NO. 1399 BY REPRESENTATIVE DOWNS STUDENT/LOANS-SCHOLARSHP: Provides relative to certain academic qualifications for a TOPS Opportunity Award AN ACT1 To enact R.S. 17:3048.1(Y), relative to academic standards for a Taylor Opportunity2 Program for Students award; to provide relative to the minimum high school grade3 point average required for certain students to be eligible for an Opportunity Award;4 to provide applicability; to provide effectiveness; and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 17:3048.1(Y) is hereby enacted to read as follows: 7 ยง3048.1. Program awards; eligibility; amounts; limitations; funding; administration8 * * *9 Y. Proposed law (notwithstanding any provisions of present law to the contrary and in addition to other applicable present law eligibility requirements) provides that beginning with the 2013-2014 school year and thereafter, in order to qualify for an Opportunity Award, a student who graduates from a public high school or a nonpublic high school which has been approved by the State Board of Elementary and Secondary School shall have a minimum cumulative grade point average of 2.75 calculated on a 4.00 scale by using only the grades obtained by the student in completing the core curriculum requirements established by present law.
