HOUSE BILL NO. 1455

EDUCATION/ADULT: Provides relative to the education of certain inmates who do not
have a high school diploma or GED
AN ACT1
To provide relative to the education of inmates in Louisiana correctional facilities; and to2
provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1. The legislature finds and declares that education-based programs offered5
in state and private correctional facilities have the potential to facilitate inmate institutional6
adjustment and rehabilitation, to reduce recidivism, and to prepare inmates with the7
knowledge and skills necessary to be members of the workforce upon their release.  So8
important is inmate education to the health and welfare of the state of Louisiana, that R.S.9
15:574.2(C)(6)(e) permits the board of parole to consider an inmate's participation in10
education programs as a factor for parole.  The legislature finds and declares that inmates11
should be provided all necessary resources and opportunity to further their education while12
incarcerated and to obtain their General Equivalency Diplomas.  The legislature also13
recognizes the need to explore various methods of funding such services and programs.14 HLS 10RS-2859	ORIGINAL

Proposed law expresses legislative intent to provide the resources necessary for education
of inmates in private and public correctional facilities.
