HOUSE BILL NO. 1491     (Substitute for House Bill No. 1399 by Representative Downs)

AN ACT1
To amend and reenact R.S. 17:3048.1(A)(1)(e)(introductory paragraph), (iii), (vi), (viii),2
(xii), and (xiii), relative to academic standards for a Taylor Opportunity Program for3
Students award; to provide relative to the high school core curriculum requirements4
for certain students to be eligible for an Opportunity, Performance, or Honors award;5
to provide applicability; to provide effectiveness; to provide an effective date; and6
to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 17:3048.1(A)(1)(e)(introductory paragraph), (iii), (vi), (viii), (xii),9
and (xiii) are hereby amended and reenacted to read as follows: 10
ยง3048.1. Program awards; eligibility; amounts; limitations; funding; administration11
A.(1) As part of the Louisiana Taylor Opportunity Program for Students, the12
state shall financially assist any student who enrolls on a full-time basis in a public13
college or university in this state or a regionally accredited independent college or14
university in the state that is a member of the Louisiana Association of Independent15
Colleges or Universities, hereafter in this Chapter referred to collectively as "eligible16
colleges or universities", to pursue an academic undergraduate degree or, as provided17
by this Subsection, skill or occupational training as defined by the Board of Regents,18
including a vocational or technical education certificate or diploma program or a19
nonacademic undergraduate degree, and who meets the qualifications of20 ENROLLEDHB NO. 1491

Subparagraph (b), (c), or (d) of this Paragraph and all of the applicable following1
qualifications:2

(e) Except as otherwise provided by this Section and through the 2006-20074
school year, has successfully completed at least sixteen and one-half units of high5
school course work, which constitutes a core curriculum, and meets standards for6
admission to the desired college or university.  Except as otherwise provided by this7
Section and beginning with the 2007-2008 school year 	and thereafter through the8
2012-2013 school year, meets standards for admission to the desired college or9
university and has successfully completed at least seventeen and one-half units of10
high school course work as permitted by this Subparagraph, which constitutes a core11
curriculum.  Except as otherwise provided by this Section and beginning with the12
2013-2014 school year and thereafter, meets the standards for admissions to the13
desired college or university and has successfully completed at least nineteen units14
of high school course work as permitted by this Subparagraph, which constitutes a15
core curriculum. For students qualifying under Subparagraph (A)(1)(c) 	of this16
Section, the core curriculum requirements of this Subparagraph shall become17
effective beginning with the high school graduating class of the year 1998, except18
that the core curriculum requirement for a Performance Award shall be waived for19
any student graduating during the 1997-1998 school year who is certified as having20
graduated within the top five percent of his graduating class at a Louisiana public21
high school or nonpublic high school which is approved by the State Board of22
Elementary and Secondary Education. Except as otherwise provided by this Section,23
the core curriculum shall be defined as follows:24

(iii) Geometry, Trigonometry, Calculus, or comparable Advanced26
Mathematics (one unit through the 2012-2013 school year, two units beginning with27
the 2013-2014 school year and thereafter).28

(vi) Earth Science, Environmental Science, Physical Science, Biology II,1
Chemistry II, Physics, Physics II, or Physics for Technology (one unit), or2
Agriscience I and II (both for one unit); provided however, that such Agriscience3
unit shall not be considered a science elective for the purposes of meeting the4
requirements of Item (xiii) of this Subparagraph).(one unit through the 2012-20135
school year, two units beginning with the 2013-2014 school year and thereafter).6

(viii) World History, Western Civilization, or World Geography (one unit8
through the 2012-2013 school year, two units beginning with the 2013-2014 school9
year and thereafter).10

(xii) Computer Science, Computer Literacy, or Business Computer12
Applications (one-half unit; or substitute at least one-half unit of an elective course13
related to computers that is approved by the State Board of Elementary and14
Secondary Education; or substitute at least one-half unit as an elective from among15
the other subjects listed in this core curriculum). The provisions of this Item shall16
not be applicable to any student who graduates during the 2013-2014 school year or17
thereafter.18
(xiii) For students who graduate during the 2007-2008 school year and19
thereafter continuing through the 2012-2013 school year, at least one unit as an20
elective from among the following math subjects: Geometry, Calculus, or approved21
advanced math substitute, or the following science subjects: Biology II, Chemistry22
II, Physics or Physics II. 23

Section 2. This Act shall become effective upon signature by the governor or, if not25
signed by the governor, upon expiration of the time for bills to become law without signature26 ENROLLEDHB NO. 1491

by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If1
vetoed by the governor and subsequently approved by the legislature, this Act shall become2
effective on the day following such approval.3
