Regular Session, 2010 HOUSE BILL NO. 188 BY REPRESENTATIVE HOWARD ASSESSORS: Expands eligibility for payment of certain insurance premium costs for retired assessor's and assessor's employees in the parishes of LaSalle, Rapides, Sabine, and Winn AN ACT1 To amend and reenact R.S. 47:1923(D), relative to assessors; to provide with respect to the2 payment by an assessor for group insurance premiums for certain retired assessors3 and assessor's employees in the parishes of LaSalle, Rapides, Sabine, and Winn; to4 provide for eligibility; and to provide for related matters.5 Notice of intention to introduce this Act has been published6 as provided by Article III, Section 13 of the Constitution of7 Louisiana.8 Be it enacted by the Legislature of Louisiana:9 Section 1. R.S. 47:1923(D) is hereby amended and reenacted to read as follows: 10 ยง1923. Vermilion, Vernon, Washington, Webster, West Baton Rouge, West Carroll, and1 West Feliciana, the assessor shall pay the premium cost of group life, dental, group2 health, hospital, surgical, or other medical insurance for any assessor or assessor's3 employee who retires with at least twenty years of service who is at least fifty-five4 years of age or who retires with at least thirty years of service at any age. meets5 either of the eligibility requirements as provided in Subparagraph (a) or (b) of this6 Paragraph. A uniform policy with respect to the payment of such premium cost shall7 be formulated and applied by the assessor of each parish listed in this Subsection.8 Paragraph. The premium cost shall be paid for any assessor or assessor's employee9 who:10 (a) Retires with at least twenty years of service who is at least fifty-five years11 of age.12 (b) Retires with at least thirty years of service at any age.13 (2) In the parishes of LaSalle, Rapides, Sabine, and Winn, the assessor shall14 pay the premium cost of group life, dental, group health, hospital, surgical, or other15 medical insurance for any assessor or assessor's employee who meets any of the16 eligibility requirements as provided in Subparagraph (a) through (c) of this17 Paragraph. Present law requires the assessor to pay the premium cost of group life, dental, health, surgical, and other medical insurance for any assessor or assessor's employee who retires with at least 20 years of service who is at least 55 years of age or who retires with at least 30 years of service at any age. Present law applies to the assessors in Acadia, Allen, Ascension, Assumption, Avoyelles, Beauregard, Bienville, Calcasieu, Claiborne, Concordia, DeSoto, East Baton Rouge, Franklin, Iberia, Iberville, Jackson, Jefferson, Lafayette, Lafourche, LaSalle, Madison, Morehouse, Natchitoches, Orleans, Ouachita, Plaquemines, Pointe Coupee, Rapides, Red River, Sabine, St. Bernard, St. Charles, St. Helena, St. John the Baptist, St. Landry, St. Martin, Tangipahoa, Tensas, Terrebonne, Union, Vermilion, Vernon, Washington, Webster, West Baton Rouge, West Carroll, and West Feliciana. Proposed law changes present law with respect to LaSalle, Rapides, and Sabine parishes by adding eligibility for persons who retire with 16 years of service at age 62. Proposed law requires that in Winn Parish the assessor shall pay the premium cost of group life, dental, health, surgical, and other medical insurance for any assessor or assessor's employee who retires with 16 years of service who is at least 62 years of age, with 20 years of service who is at least 55 years of age, or who retires with 30 years of service at any age.
