FEES/LICENSES/PERMITS:  Imposes a fee for the issuance and renewal of driver's
licenses and dedicates the revenue to the Transportation Trust Fund
AN ACT1
To enact R.S. 32:412.3, relative to issuance and renewal of driver's licenses; to impose a fee2
for issuance and renewal of certain driver's licenses; to provide for the amount of the3
fee; to require the annual adjustment of such fee; to provide for the disposition of the4
avails of the fee; to provide for an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 32:412.3 is hereby enacted to read as follows: 7
§412.3.  Driver's license issuance and renewal; fee8
In accordance with the provisions of Article VII, Section 5.1 of the9
Constitution of Louisiana, beginning January 1, 2011, all applicants for issuance or10
renewal of any driver's license shall pay a fee which shall be in addition to any other11
fee required for the issuance and renewal of driver's licenses as provided by law.12
The amount of the fee shall be two dollars and shall be adjusted annually in13
accordance with the Consumer Price Index as reported by the United States14
government; however, in no event shall the fee be less than two dollars.  After15
satisfying the requirements of the Bond Security and Redemption Fund as provided16
for in Article VII, Section 9(B) of the Constitution of Louisiana, the treasurer shall17
deposit an amount equal to the avails of this fee into the Transportation Trust Fund18
to be used solely for the construction and maintenance of roads and bridges in the19

Section 2. This Act shall take effect and become operative if and when the proposed1
amendment of Article VII, Section 5.1 of the Constitution of Louisiana contained in the Act2
which originated as House Bill No.______ of this 2010 Regular Session of the Legislature3
is adopted at the statewide election to be held on November 2, 2010, and becomes effective.4

Abstract: Imposes a $2 fee, adjusted annually in accordance with the Consumer Price
Index, in addition to any other fee for issuance and renewal of driver's licenses.
Dedicates the avails of the fee to the Transportation Trust Fund. 
Present law provides for the issuance and renewal of Class "A", "B", "C", "D", and "E"
driver's licenses and provides for the fees for each.
Proposed law requires, beginning Jan. 1, 2011, all applicants for issuance or renewal of a
driver's license to pay a fee, in addition to any other fee required for the issuance and
renewal of driver's licenses as provided by present law. The amount of the fee shall be $2,
to be adjusted annually in accordance with the Consumer Price Index; however, in no event
shall the fee be less than $2.
Proposed law further provides that after satisfying the requirements of the Bond Security and
Redemption Fund pursuant to present constitution, the treasurer shall deposit an amount
equal to the avails of this fee into the Transportation Trust Fund to be used solely for the
construction and maintenance of roads and bridges in the state highway system.
Effective if and when the proposed amendment of Art. VII, §5.1 of the Const. of La.
contained in the Act which originated as House Bill No.______ of this 2010 R.S. of the
Legislature is adopted at the statewide election to be held on Nov. 2, 2010, and becomes
effective.
