AN ACT1
To enact R.S. 17:3123.1, relative to the Board of Regents; to provide for live broadcasts2
over the Internet of meetings of the board and its committees; to provide for3
recording and archiving of such broadcasts; to provide for public access to such4
archived meetings; to provide a special effective date; and to provide for related5
matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 17:3123.1 is hereby enacted to read as follows: 8
ยง3123.1 Internet broadcast of board and committee meetings; archives9
A. The board shall broadcast over the Internet live audio and video streams10
of all its board and committee meetings held in Baton Rouge.11
B. All meetings broadcast in accordance with Subsection A of this Section12
shall be recorded, archived, and made accessible to the public for at least one year13
after the date of the meeting.14
C. The provisions of this Section shall apply to all meetings of the board and15
its committees, but shall not apply to executive sessions held in accordance with the16
Louisiana Open Meetings Law as provided in R.S. 42:4.1 et seq.17
D. The audio and video records created pursuant to this Section shall not be18
construed in a manner to be the official record, or any part of the official record, of19
the proceedings of a meeting of the board or any of its committees.20
E. If the board is precluded from fulfilling the requirements of this Section21
due to a technical problem beyond its control, or when the only meeting room22
available lacks the equipment necessary to facilitate Internet broadcast, the failure23 ENROLLEDHB NO. 402

to broadcast or record the proceedings of a meeting of the board or any of its1
committees shall not be construed to be a violation of the provisions of this Section.2
Section 2. The provisions of this Act shall become effective January 1, 2011.3
