TEACHERS/CERTIFICAT	ION:  Provides relative to the certification of principals and
authorizes certain fees related to certification of the teachers, principals, and other
educators
AN ACT1
To amend and reenact R.S. 17:7.1(B)(3)(introductory paragraph) and (C), relative to teacher2
certification; to provide relative to the employment experience necessary for certain3
principals to be exempt from certain testing requirements relative to certification; to4
authorize the state Department of Education to establish and collect fees for certain5
certification services; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 17:7.1(B)(3)(introductory paragraph) and (C) are hereby amended8
and reenacted to read as follows: 9

(3) Any principal who holds valid out-of-state certification as a principal, has15
at least four years of successful experience as a principal in another state as16
determined by the board, and has completed one year of successful employment as17
an assistant principal or a principal in a Louisiana public school system shall not be18
required to take the examination administered in accordance with the provisions of19 HLS 10RS-1348	ORIGINAL

this Subsection or to submit any examination scores from any examination1
previously taken in another state as a prerequisite to the granting of certification in2
Louisiana provided that all of the following conditions are met:3

C.(1) The State Board of Elementary and Secondary Education may adopt5
such rules as are necessary for the orderly implementation of this Section and may6
make further provisions with regard to qualifications and requirements not7
inconsistent with this Section.8
(2)(a) In accordance with Article VII, Section 2.1(A) of the Constitution of9
Louisiana and in addition to any other authority provided by this Section, the state10
Department of Education, subject to the approval of the State Board of Elementary11
and Secondary Education, may establish and collect fees related to the provision of12
certification services, including but not limited to the following:13
(i) Seventy-five dollars for initial teaching certificates, ancillary certificates,14
and vocational-technical certificates.15
(ii) Thirty-seven dollars and fifty cents for ancillary add-on certificates,16
vocational-technical additions, additional ancillary certificates, additional17
certification endorsements or transactions, and appeal evaluations.18
(iii) Fifteen dollars for duplicate certificates.19
(b) The State Board of Elementary and Secondary Education may adjust such20
fees at a rate not to exceed five percent annually; however, the board shall not make21
such an adjustment prior to July 1, 2011.22

Abstract: Provides relative to employment experience necessary for certain principals to be
exempt from certain certification requirements and authorizes the state Dept. of
Education to collect fees related to certain certification services.
Present law exempts a principal who holds valid out-of-state certification as a principal, has
experience as a principal in another state, and has completed one year of employment as a
principal in a La. public school system from certain testing requirements relative to
certification if certain conditions are met. Proposed law adds one year of experience as an
assistant principal in La. as an alternative to one year experience as a La. principal in the
qualifications exempting such a principal from such requirements.
Present law authorizes BESE to adopt rules necessary to implement teacher certification
provisions and make further provisions relative to qualifications and requirements.  Proposed
law additionally authorizes the state Dept. of Education, with BESE approval, to establish
and collect fees for certification services, including but not limited to the following:
(1) $75 for initial teaching certificates, ancillary certificates, and vocational-technical
certificates.
(2) $37.50 for ancillary add-on certificates, vocational-technical additions, additional
ancillary certificates, additional certification endorsements or transactions, and
appeal evaluations.
(3) $15 for duplicate certificates.
Further authorizes BESE, after July 1, 2011, to adjust such fees at a rate not to exceed 5%
annually.
