AN ACT1
To amend and reenact R.S. 18:564(B)(5)(b) and 1309.3(B)(4)(b), relative to assistance in2
voting; to provide procedures for assisting certain voters on election day and during3
early voting; to repeal the requirement that a person assisting such a voter present4
certain identification; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 18:564(B)(5)(b) and 1309.3(B)(4)(b) are hereby amended and7
reenacted to read as follows:8
§564. Assistance in voting on election day9

(b) Except for a commissioner, the person assisting the voter shall present15
to the commissioners his Louisiana driver's license, his Louisiana special16
identification card issued pursuant to R.S. 40:1321, or other generally recognized17
picture identification card that contains the name and signature of the person18
assisting the voter. The commissioners shall write the voter's name in the precinct19
register and write the name of the person, including a commissioner, assisting the20
voter behind the tab for Assistance to Voters. The person, including a commissioner,21
assisting the voter shall sign his name behind the tab for Assistance to Voters.22

(b) Except for a registrar or deputy registrar, the person assisting the voter7
shall present to the registrar or deputy registrar his Louisiana driver's license, his8
Louisiana special identification card issued pursuant to R.S. 40:1321, or other9
generally recognized picture identification card that contains the name and signature10
of the person assisting the voter. The registrar or deputy registrar shall write the11
voter's name in the precinct register or list kept by the registrar and the name of the12
person assisting the voter behind the tab for Assistance to Voters. The person13
assisting the voter, including a registrar or deputy registrar, shall sign his name14
behind the tab for Assistance to Voters.15

Section 2. This Act shall become effective upon signature by the governor or, if not17
signed by the governor, upon expiration of the time for bills to become law without signature18
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If19
vetoed by the governor and subsequently approved by the legislature, this Act shall become20
effective on the day following such approval.21
