PUBLIC CONTRACT/BIDS: Requires public entities to give preference to state banks
AN ACT1
To enact R.S. 38:2197 and R.S. 39:1502.2 and 1595.8, relative to procurement; to provide2
for preferences for state banks; to provide for definitions; and to provide for related3
matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 38:2197 is hereby enacted to read as follows: 6
§2197. Preference for state banks7
A. For the purpose of this Section,"state bank" shall mean any corporation8
organized under the provisions of Chapter 3 of Title 6 of the Louisiana Revised9
Statutes of 1950.10
B. When contracting or accepting bids for financial services, a public entity11
shall give preference to state banks when the services offered by the state bank are12
equal to services provided by banks which are not state banks.13
Section 2. R.S. 39:1502.2 and 1595.8 are hereby enacted to read as follows: 14
§1502.2. Preference for state banks15
A. For the purpose of this Section,"state bank" shall mean any corporation16
organized under the provisions of Chapter 3 of Title 6 of the Louisiana Revised17

Abstract: Provides that public entities give preference to state banks when contracting or
accepting bids for financial services.
Proposed law requires that when contracting or accepting bids for financial services, a public
entity shall give preference to state banks when the services offered by the state bank are
equal to services provided by banks which are not state banks. Defines "state banks" as one
organized under present law governing state banks within the Louisiana Banking Law
(Chapter 3 of Title 6 of the Louisiana Revised Statutes of 1950).
