ENERGY/DRILLING: Requires ownership signs to be placed on roads leading into the
drilling site
AN ACT1
To amend and reenact R.S. 30:4(C)(8), relative to duties of the commissioner of2
conservation; to require the commissioner to require ownership signs to be placed3
on roads leading into a drilling or production site; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 30:4(C)(8) is hereby amended and reenacted to read as follows: 6
ยง4. Jurisdiction, duties, and powers of the assistant secretary; rules and regulations7

C. The commissioner has authority to make, after notice and hearings as9
provided in this Chapter, any reasonable rules, regulations, and orders that are10
necessary from time to time in the proper administration and enforcement of this11
Chapter, including rules, regulations, or orders for the following purposes:12

(8) To identify the ownership of all oil or gas wells, producing leases,14
refineries, tanks, plants, structures, and all storage and transportation equipment and15
facilities.  Such rules shall require that a sign be placed on any road accessing an16
exploration or production site with such sign showing the ownership and designation17
of the well, name of the lease, section, township, range, and the serial number under18
which the permit was issued. Such sign shall remain and shall be legible until the19

Abstract: Requires an ownership sign be placed on access roads into a mineral exploration
or production site.
Present law prohibit well drilling from commencing until a sign is posted on the derrick, and
subsequently on the well if producing, stating ownership and designation of the well, name
of the lease, section, township, range, and the serial number under which the permit was
issued.
Proposed law would require the same information to be posted on roads accessing the
exploration or production site.
