APPROPRIATIONS:  Provides for appropriations for parish councils on aging
AN ACT1
To amend and reenact R.S. 46:1606(A) and (B)(1) as amended by Act No. 344 of the 20072
Regular Session of the Legislature, relative to the office of elderly affairs; to increase3
the appropriation to each parish council on aging; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 46:1606(A) and (B)(1) as amended by Act No. 344 of the 20076
Regular Session of the Legislature are hereby amended and reenacted to read as follows: 7
ยง1606.  Annual appropriation8
A. The legislature shall appropriate to the office of elderly affairs, for9
distribution by the executive director of the office to the various voluntary parish10
councils on aging, funds sufficient to allocate to each parish council two dollars and11
fifty cents ten dollars for each person sixty years or older who is a resident of the12
parish as shown by the latest official census estimate or thirty-seven thousand five13
hundred one hundred thousand dollars, whichever is greater, but not to exceed one14
hundred three hundred fifty thousand dollars to any one parish council. The office15
of elderly affairs shall include funds in their annual budget request for increases in16
funding based on the number of elderly as estimated in the above census.17
Notwithstanding the foregoing, such total annual appropriation shall be for a18
minimum of two million seven hundred seventy-six thousand eight hundred eight19

funding shall be evaluated and adjusted annually according to the Consumer Price1
Index.2
B.(1) Funds appropriated by the legislature pursuant to Subsection A of this3
Section shall be distributed by the executive director of the office of elderly affairs4
and shall be allocated to each parish council in an amount equal to two dollars and5
fifty cents ten dollars for each resident of the parish age sixty years or older, as6
shown by the latest official estimate approved by the United States Bureau of the7
Census, or thirty-seven thousand five hundred one hundred thousand dollars,8
whichever is greater, but not to exceed one hundred three hundred fifty thousand9
dollars for any one parish council. The sums so allocated shall be distributed10
quarterly during the first thirty days of each quarter of the fiscal year.  In11
appropriating funds pursuant to this Section, the legislature shall specifically provide12
for the allocation of funds to the respective parish councils in accordance with the13
provisions of this Section.14

Abstract: Increases the appropriations to the governor's office of elderly affairs for
distribution to each parish council on aging. 
Present law requires an appropriation to the office of elderly affairs to be distributed to each
parish council on aging consisting of an allocation of $2.50 for each person age 60 and older
who is a resident of the parish or $12,500, whichever is greater, but not to exceed $100,000
to any one parish council. The total annual appropriation cannot be for an amount less than
$2,726,800.
Proposed law changes present law to require an appropriation to the office of elderly affairs
to be distributed to each parish council on aging consisting of an allocation of $10 for each
person age 60 and older who is a resident of the parish or $100,000, whichever is greater,
but not to exceed $350,000 to any one parish council. The total annual appropriation cannot
be for an amount less than $8,868,058.  Proposed law further provides for funding to be
evaluated and adjusted annually according to the Consumer Price Index.
Present law requires that funds appropriated to the office of elderly affairs be allocated to

council.
Proposed law changes present law to require that funds appropriated to the office of elderly
affairs be allocated to each parish council in an amount equal to $10 for each resident of the
parish 60 years of age or older, or $100,000, whichever is greater, but not to exceed
$350,000 for any parish council.
