ACT No. 89 Regular Session, 2010 HOUSE BILL NO. 96 BY REPRESENTATIVE RICHARD AN ACT1 To enact R.S. 47:463.141, relative to motor vehicle special prestige license plates; to provide2 for the creation and issuance of such plates; to provide for the design of such plates;3 to provide relative to the fee and application of the fee for such plates; to authorize4 the promulgation of rules and regulations; and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 47:463.141 hereby enacted to read as follows:7 `ยง463.141. Special prestige license plate; "State Employee Retired"8 A. The secretary of the Department of Public Safety and Corrections shall9 establish a special prestige motor vehicle license plate to be known as the "State10 Employee Retired" plate, provided there is a minimum of one thousand applicants11 for such plates. These license plates shall be restricted to use on passenger cars,12 pickup trucks, recreational vehicles, and vans.13 B. The special prestige license plate shall be known as the "State Employee14 Retired" license plate and shall bear the likeness of the shape of the state of15 Louisiana centered on the left side of the license plate and shall display the state seal16 centered inside of the outline of the state shape. The words "State Employee Retired"17 shall be centered under the "Louisiana" name logo at the top of the plate. The center18 of the plate shall display a number, with the first issued plate displaying the number19 one and shall continue in consecutive numerical order for each plate. Centered at the20 bottom of the plate below the number shall be the words "Louisiana State Employees21 Retirement System".22 C. The prestige license plate shall be issued, upon application, to any citizen23 of Louisiana who can provide proof that the applicant is a member of the Louisiana24 ENROLLEDHB NO. 96 Page 2 of 2 CODING: Words in struck through type are deletions from existing law; words underscored are additions. State Employees Retirement System and who is receiving retirement benefits1 payments.2 D. The department shall collect the following fees for this license plate:3 (1) An initial fee of twenty-five dollars, which shall be disbursed in4 accordance with Subsection E of this Section.5 (2) A handling fee of three dollars and fifty cents to be retained by the6 department to offset a portion of administrative costs.7 (3) A renewal fee, which shall be the same as the fee for renewing a regular8 motor vehicle license plate.9 E. The monies received from the additional twenty-five dollar fee shall be10 annually disbursed to the Louisiana State Employees Retirement System and used11 solely for the purpose of paying down a portion of the state's unfunded liability12 obligation.13 F.
