BANKS/BANKING:  Requests the Office of Financial Institutions to study the creation of
a state-owned bank
A CONCURRENT RESOLUTI ON1
To urge and request the Office of Financial Institutions to study the feasibility of creating2
a state-owned bank and report any findings or recommendations to the legislature3
prior to the start of the 2011 Regular Session of the Legislature.4
WHEREAS, the banking industry is a vital component to the economy in the state5
of Louisiana; and6
WHEREAS, the state of North Dakota has established a state-owned and state-7
secured bank; and8
WHEREAS, additional states may also be exploring the idea of creating a state-9
owned bank; and10
WHEREAS, a state-owned bank could provide opportunities for additional revenue11
for the state of Louisiana.12
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby13
urge and request the Office of Financial Institutions to study the feasibility of the state of14
Louisiana creating a state-owned bank and to report any findings or recommendations to the15
legislature prior to the start of the 2011 Regular Session of the Legislature.16
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the17
