HOUSE CONCURRENT RESOLUTI ON NO. 164
BY REPRESENTATIVE TEMPLET
A CONCURRENT RESOLUTI ON
To urge and request each owner or operator of a public utility or private facility, which
maintains or uses utility poles in the state of Louisiana, to become a member of and
participate in a statewide utility pole reporting system.
WHEREAS, a utility pole is a pole used to support overhead power lines and various
other public utilities and private facilities, such as cable, fiberoptic cable, and related
equipment such as transformers and street lights; and
WHEREAS, utility poles can be made of wood, metal, concrete, or composites like
fiberglass; and
WHEREAS, utility poles located in Louisiana are subjected to the potential
damaging effect of weather including extreme rain, extreme wind, ice storms, and
hurricanes; and
WHEREAS, in some areas of the state, there are abandoned or damaged utility poles
which are sometimes left standing next to new utility poles; and
WHEREAS, public utilities and private facilities operating in Louisiana are not
currently required to participate in a statewide utility pole reporting system; and
WHEREAS, a statewide utility pole reporting system would allow the owners and
operators of public utilities and private facilities to input or receive information regarding
newly erected utility poles, problems with existing utility poles including damage to the
pole, or the removal of service equipment from an old utility pole that is no longer used; and
WHEREAS, owners and operators of public utilities and private facilities cannot act
to repair damaged poles or remove old poles no longer in service unless notice is received
regarding the status of the utility pole; and   ENROLLEDHCR NO. 164

WHEREAS, participation in a statewide utility pole reporting system would allow
the owners and operators of public utilities and private facilities to provide and receive
important information regarding the utility poles that are maintained in Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request each owner or operator of a public utility or private facility, which
maintains or uses a utility pole in the state of Louisiana, to become a member of and
participate in a statewide utility pole reporting system.
BE IT FURTHER RESOLVED that a copy of this Resolution be delivered to each
owner or operator of a public utility or private facility which maintains or uses a utility pole
in the state of Louisiana.
