HOUSE CONCURRENT RESOLUTI ON NO. 170
BY REPRESENTATIVE RICHMOND
STATE AGENCIES: Urges and requests the state departments and agencies to refrain from
continuing business transactions with the state of Arizona until the Support Our Law
Enforcement and Safe Neighborhoods Act is repealed
A CONCURRENT RESOLUTI ON1
To urge and request state departments and agencies to refrain from continuing business2
transactions with the state of Arizona until the Support Our Law Enforcement and3
Safe Neighborhoods Act is repealed.4
WHEREAS, on April 23, 2010, Senate Bill 1070 (Support Our Law Enforcement5
and Safe Neighborhoods Act) was signed into law in Arizona; and6
WHEREAS, the Support Our Law Enforcement and Safe Neighborhoods Act7
requires all local law enforcement to investigate a person's immigration status when there8
is a reasonable suspicion that the person is in the country unlawfully, regardless of whether9
that person is suspected of a crime; and10
WHEREAS, the Support Our Law Enforcement and Safe Neighborhoods Act permits11
the arrest of a person, without a warrant, if there is probable cause to believe that the person12
has committed a public offense; and13
WHEREAS, the Support Our Law Enforcement and Safe Neighborhoods Act does14
not prohibit law enforcement officers from relying on race, ethnicity, national origin, or15
language to determine whom to investigate; and 16
WHEREAS, the Support Our Law Enforcement and Safe Neighborhoods Act17
encourages racial profiling and violates Fourteenth Amendment guarantees of due process18
and equal protection for United States citizens, legal residents, and visitors who are detained19

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby1
urge and request state departments and agencies to refrain from continuing business2
transactions with the state of Arizona until the Support Our Law Enforcement and Safe3
Neighborhoods Act is repealed.4
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the5
Governor of Louisiana, statewide elected officials, cabinet officials, and agency heads.6
