HLS 10RS-4631 ORIGINAL Page 1 of 2 Regular Session, 2010 HOUSE CONCURRENT RESOLUTI ON NO. 184 BY REPRESENTATIVE MICHAEL JACKSON TRANSPORTATION: Directs DEQ and DOTD to study the feasibility of using compressed natural gas buses A CONCURRENT RESOLUTI ON1 To direct the Department of Environmental Quality and the Department of Transportation2 and Development to study the feasibility of using buses fueled by compressed natural3 gas in mass transit applications and report their findings and recommendations to the4 House Committee on Transportation, Highways and Public Works and the House5 Committee on Natural Resources and Environment prior to December 31, 2010.6 WHEREAS, the United States imports more than sixty-five percent of its petroleum,7 two-thirds of which is used in the form of gasoline and diesel fuel to power vehicles; and8 WHEREAS, a large percentage of worldwide petroleum reserves are located in9 politically volatile countries, making the United States vulnerable to supply disruptions; and10 WHEREAS, the United States has an abundance of natural gas; and11 WHEREAS, compressed natural gas provides safe, clean, reliable, efficient, and12 secure energy and is the alternative fuel most used today for transportation in the United13 States, with more than two hundred thousand buses, taxis, delivery vehicles, and other fleet14 vehicles across the nation using compressed natural gas daily; and15 WHEREAS, the United States Department of Energy indicates that compressed16 natural gas can be used as a replacement for diesel in heavy-duty vehicles; and17 WHEREAS, vehicles powered by compressed natural gas discharge far fewer18 harmful emissions than vehicles powered by gasoline or diesel fuel; and19 WHEREAS, studies indicate that maintenance costs for vehicles powered by20 compressed natural gas are lower than for vehicles powered by gasoline or diesel fuel; and21 HLS 10RS-4631 ORIGINAL HCR NO. 184 Page 2 of 2 WHEREAS, the federal government currently provides and is expected to increase1 incentives for use of alternative fuels, and at the current price of various fuels, any additional2 costs to purchase vehicles to run on compressed natural gas would be quickly recouped.3 THEREFORE, BE IT RESOLVED that the House of Representatives of the4 Legislature of Louisiana does hereby direct the Department of Environmental Quality and5 the Department of Transportation and Development to study the feasibility of using buses6 fueled by compressed natural gas in mass transit applications and report their findings and7 recommendations to the House Committee on Transportation, Highways and Public Works8 and the House Committee on Natural Resources and Environment prior to December 31,9 2010.10 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the11 secretary of the Department of Environmental Quality and the secretary of the Department12 of Transportation and Development.13 DIGEST The digest printed below was prepared by House Legislative Services.
