HOUSE CONCURRENT RESOLUTI ON NO. 19
BY REPRESENTATIVE HARDY
LEGISLATIVE OFFICERS:  Authorizes an assistant sergeant at arms of the House of
Representatives and Senate to carry an approved firearm following training
A CONCURRENT RESOLUTI ON1
To authorize and direct the sergeants at arms of the Louisiana House of Representatives and2
the Louisiana Senate to authorize their assistant sergeants at arms when in uniform3
to carry an approved firearm inside the Louisiana State Capitol building and on the4
capitol grounds.5
WHEREAS, the Louisiana State Capitol is one of the most popular tourist6
destinations in this state; and7
WHEREAS, the unique architecture and history associated with the State Capitol8
draw thousands of visitors to the capitol grounds each year; and9
WHEREAS, the House of Representatives and the Senate sergeants at arms and their10
assistant sergeants at arms provide a vital public service by playing an essential role in11
safeguarding the members of the Louisiana Legislature and the thousands of visitors to the12
State Capitol; and13
WHEREAS, our society is becoming more dangerous with reports of shootings at14
public locations increasing in frequency; and15
WHEREAS, in order to provide adequate protection to the citizens of Louisiana, its16
legislature, and visitors to the Louisiana State Capitol, the sergeants at arms as well as the17
assistant sergeants at arms for the House of Representatives and the Senate should be18
authorized to carry firearms; and19
WHEREAS, there are many opportunities to demonstrate competence with a20
handgun, such as completion of any National Rifle Association handguns safety or training21 HLS 10RS-835	ORIGINAL

course, any Department of Public Safety and Corrections approved firearms safety or1
training course, any class available to the general public offered by a law enforcement2
agency, college, or private or public institution, organization, or firearms training school, or3
completion of any law enforcement firearms safety or training course or class approved by4
the Department of Public Safety and Corrections and offered for correctional officers,5
investigators, special deputies, or any division or subdivision of law enforcement or security6
enforcement; and7
WHEREAS, upon completion of a firearms course and successful demonstration of8
such competence, an assistant House or Senate sergeant at arms who is in uniform should9
be able to carry his department-approved firearm while in the course and scope of his duties.10
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby11
authorize and direct the sergeants at arms of the Louisiana House of Representatives and the12
Louisiana Senate to authorize each assistant sergeant at arms to complete a firearms13
competency course and upon successful completion of such a course to carry his approved14
firearm on his person when in uniform inside the Louisiana State Capitol building and on15
the capitol grounds.16
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby17
authorize and direct the sergeants at arms of the Louisiana House of Representatives and the18
Louisiana Senate to promulgate rules and standards relative to approved firearms19
competency courses for assistant sergeants at arms; maintenance and approval of firearms20
utilized by assistant sergeants at arms; requirements relative to the maintenance of21
accreditation by assistant sergeants at arms; procedures and standards relative to the carrying22
and use of firearms while in the course of duty; and other related matters.23
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted24
to the sergeants at arms of the Louisiana House of Representatives and the Louisiana Senate.25 HLS 10RS-835	ORIGINAL
