HLS 10RS-4411 ORIGINAL Page 1 of 2 Regular Session, 2010 HOUSE CONCURRENT RESOLUTI ON NO. 266 BY REPRESENTATIVE RICHMOND PARISH/GOVERN AUTHORITY: Requests the departments and agencies of the city of New Orleans to refrain from continuing business transactions with the state of Arizona until the Support Our Law Enforcement and Safe Neighborhoods Act is repealed A CONCURRENT RESOLUTI ON1 To urge and request the departments and agencies of the city of New Orleans to refrain from2 continuing business transactions with the state of Arizona until the Support Our Law3 Enforcement and Safe Neighborhoods Act is repealed.4 WHEREAS, on April 23, 2010, Governor Jan Brewer signed Senate Bill 10705 (Support Our Law Enforcement and Safe Neighborhoods Act) into law in the state of6 Arizona; and7 WHEREAS, the Support Our Law Enforcement and Safe Neighborhoods Act is8 considered the nation's toughest bill on illegal immigration; and9 WHEREAS, the Support Our Law Enforcement and Safe Neighborhoods Act10 requires all local law enforcement officers to investigate a person's immigration status when11 there is a reasonable suspicion that the person is in the country unlawfully, regardless of12 whether that person is suspected of a crime; and13 WHEREAS, the Support Our Law Enforcement and Safe Neighborhoods Act permits14 the arrest of a person, without a warrant, if there is probable cause to believe that the person15 has committed a public offense; and16 WHEREAS, many residents of the city of New Orleans believe that the Support Our17 Law Enforcement and Safe Neighborhoods Act encourages racial profiling and violates18 Fourteenth Amendment guarantees of due process and equal protection for United States19 HLS 10RS-4411 ORIGINAL HCR NO. 266 Page 2 of 2 citizens, legal residents, and visitors who are detained for suspicion of being in the county1 unlawfully.2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby3 urge and request the departments and agencies of the city of New Orleans to refrain from4 continuing business transactions with the state of Arizona until the Support Our Law5 Enforcement and Safe Neighborhoods Act is repealed.6 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the7 mayor and city council of the city of New Orleans.8 DIGEST The digest printed below was prepared by House Legislative Services.
