ENROLLED Page 1 of 3 Regular Session, 2010 HOUSE CONCURRENT RESOLUTI ON NO. 37 BY REPRESENTATIVE ROY AND SENATOR MCPHERSON A CONCURRENT RESOLUTI ON To express sincere and heartfelt condolences upon the death of Frederick H. Baden, former mayor of Pineville. WHEREAS, it was with deep regret and profound sorrow that the members of the Legislature of Louisiana learned of the death of Frederick H. Baden of Pineville on December 17, 2009, at the age of seventy-five; and WHEREAS, born and raised in Pineville, Mr. Baden began serving his community as a volunteer fireman at the age of eighteen, and he also worked as an auxiliary policeman; and WHEREAS, Mr. Baden later became a plumber, and by the age of twenty-eight, he attained the level of master plumber; and WHEREAS, in 1966, Mr. Baden was elected Pineville City Alderman, and in 1970, he was elected mayor of the city; and WHEREAS, during his first term as mayor, Mr. Baden built a new municipal complex that housed the city hall offices, the police department, the city court, and a central fire station, which was located behind city hall; and WHEREAS, throughout his twenty-eight years as Pineville's mayor, Mr. Baden was dedicated to bringing awareness to the needs of senior citizens, and in 1978, he and the city council assisted the Rapides Parish Senior Citizens Center in establishing a center in Pineville; and WHEREAS, Mr. Baden diligently worked with Congressman Gillis Long to purchase the old Pineville Post Office on Main Street, converting it into the Pineville Senior Citizens Center; and WHEREAS, as Pineville mayor, Mr. Baden was also instrumental in the establishment of the apartment complex for the elderly located on Highway 28 East; and ENROLLEDHCR NO. 37 Page 2 of 3 WHEREAS, Mr. Baden served with great distinction on numerous boards and committees, including the Rapides Area Planning Committee, the Salvation Army Board, the Louisiana College Board of Development, the Rapides Parish Solid Waste Committee, the Rapides Senior Citizens Board, and the Renaissance Board for Youth; and WHEREAS, Mr. Baden also served as advisory council member for the Central Louisiana Chamber of Commerce and as a three-term vice president of the Louisiana Municipal Association; and WHEREAS, Mr. Baden was presented the Hometown Leadership Award, which recognizes elected officials for providing exemplary leadership, and he also received the Louisiana College Trustee's Distinguished Service Award and the Louisiana National Guard Commendation Award; and WHEREAS, Mr. Baden is survived by his loving wife, Roxan Babb Baden; sons, Mark Baden and his wife, Kathy, Gary Baden and his wife, Brenda, Tony Baden and his wife, Ludie, Freddy Baden and his wife, Celeste, and Joshua Baden and his wife, Hope; daughters, Sara Edwards and her husband, Steve, Leah Baden, Tracy Goudeau and her husband, Steve, and Stephanie Love; sister, Vivian Nugent; numerous grandchildren and great-grandchildren; and an array of extended family members and friends; and WHEREAS, Mr. Baden was preceded in death by his parents, Herman and Maude Baden; daughter, Andrea Baden Broussard; and sisters, Linnie Murray and Louella Gatlin Bradford; and WHEREAS, with the death of Mr. Baden, Louisiana has lost one of her finest citizens; and WHEREAS, Mr. Baden, who was admired by all whose lives he touched, leaves behind a rich and unique legacy and is greatly missed; and WHEREAS, although the death of Frederick H. Baden has left a tremendous void in his community, his memory shall live forever in the minds and hearts of all who knew and loved him. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the death of Frederick H. Baden, former mayor of Pineville, does hereby record for posterity his outstanding accomplishments and ENROLLEDHCR NO. 37 Page 3 of 3 singular contributions, and does hereby extend enduring appreciation for the tremendous pride and honor that this wonderful man will forever bring to his family, friends, and community, the city of Pineville, and the state of Louisiana.
