ENROLLED Page 1 of 2 Regular Session, 2010 HOUSE CONCURRENT RESOLUTI ON NO. 84 BY REPRESENTATIVE EDWARDS A CONCURRENT RESOLUTI ON To request the attorney general to review the laws relative to lobbying by public servants and the use of public funds for lobbying and related purposes and to report thereon, including any recommendations related thereto, to the House Committee on House and Governmental Affairs and the Senate Committee on Senate and Governmental Affairs no later than January 15, 2011, and to request the House Committee on House and Governmental Affairs and the Senate Committee on Senate and Governmental Affairs to meet and to function as a joint committee to study and make recommendations relative to lobbying by public servants and the use of public funds for lobbying and related purposes no later than thirty days prior to the convening of the 2012 Regular Session of the Legislature of Louisiana. WHEREAS, there are many provisions of law, including constitutional and statutory provisions, which apply to lobbying by public servants and the use of public funds for lobbying and related purposes; and WHEREAS, there appears to be a general lack of understanding of the laws relative to the use of public funds for lobbying and similar purposes; and WHEREAS, while the information provided by public servants can be invaluable, there is a distinction between providing factual information and advocacy of a position; and WHEREAS, it is important that there be consistency in the level of understanding, compliance, and enforcement of the laws. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby request the attorney general to review the laws relative to lobbying by public servants and the use of public funds for lobbying and related purposes and to report thereon, including any recommendations related thereto, to the House Committee on House and Governmental Affairs and the Senate Committee on Senate and Governmental Affairs no later than January 15, 2011.
