HLS 10RS-4879 ORIGINAL Page 1 of 4 Regular Session, 2010 HOUSE RESOLUTION NO. 118 BY REPRESENTATIVES LEGER, HENRY, HUTTER, ROSALI ND JONES, SIMON, AND GARY SMITH COMMENDATIONS: Commends Tulane University for a tradition of academic excellence and recognizes Wednesday, May 26, 2010, as "Tulane University Day at the Louisiana House of Representatives" A RESOLUTION1 To commend Tulane University for a tradition of academic excellence and to designate2 Wednesday, May 26, 2010, as "Tulane University Day at the Louisiana House of3 Representatives". 4 WHEREAS, founded in 1834, Tulane University is one of the most highly regarded5 and selective independent research universities in the United States; and6 WHEREAS, Tulane traces its origins to the Medical College of Louisiana, founded7 in 1834 by seven young doctors, the Deep South's second-oldest medical school, which by8 1847, was part of the newly established public institution, the University of Louisiana; and9 WHEREAS, Tulane University has provided medical care for tens of thousands of10 patients at Charity Hospital and educated thousands of future physicians through medical11 student training and residency programs at Charity and University hospitals; and12 WHEREAS, Tulane is the nation's only university with a School of Medicine, School13 of Public Health and Tropical Medicine, and an NIH funded National Primate Center; and14 WHEREAS, in the fall of 2006, Tulane became the first research university in the15 nation to have a public service requirement for all undergraduates; and16 WHEREAS, 44,000 students applied for admission for a class of 1,500 for the fall17 of 2010; and18 HLS 10RS-4879 ORIGINAL HR NO. 118 Page 2 of 4 WHEREAS, the class of 2013 will enter with the second highest SAT/ACT scores1 in Tulane's history, with fifty-nine percent of the incoming first-year students placing in the2 top 10 percent of their high school class with the vast majority in the top 20 percent; and3 WHEREAS, Tulane had 5,173 employees, excluding students, in the fall of 2008 –4 52% of whom lived in New Orleans – making Tulane the largest private employer in the5 city, and one of the largest in the Greater New Orleans area; and6 WHEREAS, the average salary for full-time, full year employees at Tulane in fiscal7 year 2008 was $60,600 – 22% greater than the average for all full-time, full year workers in8 New Orleans, and 38% greater than the average for Greater New Orleans; and, in addition9 to those who are directly employed by the university, Tulane Medical Center in 200910 employed 1,764; being also one of the city's largest private employers; and11 WHEREAS, estimated off-campus spending by students at Tulane totaled $84.212 million during the 2008 academic year, which directly supported approximately 916 full-13 time equivalent jobs throughout New Orleans; and14 WHEREAS, estimated off-campus spending by visitors to Tulane totaled15 approximately $68.8 million, which directly supported about 700 full-time equivalent jobs16 within the city; and17 WHEREAS, combining the impact of spending by the university, its students, and18 visitors, and taking into account the multiplier effect of this combined spending, it is19 estimated that in fiscal year 2008, Tulane accounted for approximately $694.6 million in20 economic activity and more than 8,300 FTE jobs in New Orleans, and approximately $92021 million in economic activity and nearly 10,600 FTE jobs throughout Louisiana; and22 WHEREAS, in fiscal year 2008, research spending at Tulane totaled $146.1 million23 – an increase of 76% since 2002, an average growth of 9.9% annually; and24 WHEREAS, Tulane University was named by Kaplan/Newsweek's college guide as25 one of the 25 "Hot Schools" in the nation in 2008; and26 WHEREAS, according to U.S. News and World Report, Tulane University is among27 the top national universities in the United States; ranked 50th among the best national28 universities, 41st in the magazine's "Great Schools/Great Prices" category, and also cited for29 its excellent service learning programs; and30 HLS 10RS-4879 ORIGINAL HR NO. 118 Page 3 of 4 WHEREAS, the A.B. Freeman School of Business is highly ranked by numerous1 business publications; Entrepreneur magazine ranks the school 4th on its list of Top2 Graduate Programs for Entrepreneurs; Forbes ranks it 52nd overall and 28th among private3 universities; London's Financial Times ranks its EMBA program 64th internationally and4 22nd nationally and its MBA program 61st internationally and 35th nationally; U.S. News5 and World Report ranks its undergraduate program 42nd; America Economia ranks its MBA6 program 20th nationally and 30th internationally; and7 WHEREAS, the A.B. Freeman School of Business is home to Burkenroad Reports,8 the acclaimed student-run stock analysis program; MBA and undergraduate business9 students in this course work in small teams to analyze one public company each; and the10 teams visit top management, develop financial models, and publish extensive investment11 research reports; and12 WHEREAS, U.S. News and World Report ranked the School of Law 48th in the13 nation and its environmental law program 12th; and14 WHEREAS, in its most recent report, the Gourman Report of Undergraduate and15 Professional Programs in American and International Universities ranked Tulane's Latin16 American studies program second in the United States; and17 WHEREAS, Tulane University ranked 35th overall and 18th among private18 universities in income received from technology transfer; and19 WHEREAS, students in Tulane's School of Architecture URBANbuild program are20 building new homes and designing neighborhoods for New Orleans residents; and21 WHEREAS, the Student Hurricane Network, co-founded by Tulane law students,22 attracted over 2,700 volunteers to provide legal assistance to Gulf Coast residents affected23 by hurricanes Katrina and Rita; and24 WHEREAS, Tulane physicians and medical students began the Tulane Community25 Health Center at Covenant House in the days following Hurricane Katrina, the free clinic26 having nearly 100,000 patients; and27 WHEREAS, Tulane's Disaster Management Leadership Academy is the first28 university program in the nation to offer training through the doctoral level in international29 disaster management; and30 HLS 10RS-4879 ORIGINAL HR NO. 118 Page 4 of 4 WHEREAS, Tulane University ranked first in 2007- 2008 among U.S. and Canadian1 colleges and universities in its percentage of bachelor's degrees in engineering awarded to2 women.3 THEREFORE, BE IT RESOLVED that the House of Representatives of the4 Legislature of Louisiana does hereby commend Tulane University for a tradition of5 academic excellence and does hereby designate Wednesday, May 26, 2010, as "Tulane6 University Day at the Louisiana House of Representatives".7 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted8 to Tulane University.9 DIGEST The digest printed below was prepared by House Legislative Services.
