HOUSE RESOLUTION NO. 118

A RESOLUTION
To commend Tulane University for a tradition of academic excellence and to designate
Wednesday, May 26, 2010, as "Tulane University Day at the Louisiana House of
Representatives". 
WHEREAS, founded in 1834, Tulane University is one of the most highly regarded
and selective independent research universities in the United States; and
WHEREAS, Tulane traces its origins to the Medical College of Louisiana, founded
in 1834 by seven young doctors, the Deep South's second-oldest medical school, which by
1847, was part of the newly established public institution, the University of Louisiana; and
WHEREAS, Tulane University has provided medical care for tens of thousands of
patients at Charity Hospital and educated thousands of future physicians through medical
student training and residency programs at Charity and University hospitals; and
WHEREAS, Tulane is the nation's only university with a School of Medicine, School
of Public Health and Tropical Medicine, and an NIH funded National Primate Center; and
WHEREAS, in the fall of 2006, Tulane became the first research university in the
nation to have a public service requirement for all undergraduates; and
WHEREAS, 44,000 students applied for admission for a class of 1,500 for the fall
of 2010; and
WHEREAS, the class of 2013 will enter with the second highest SAT/ACT scores
in Tulane's history, with fifty-nine percent of the incoming first-year students placing in the
top 10 percent of their high school class with the vast majority in the top 20 percent; and
WHEREAS, Tulane had 5,173 employees, excluding students, in the fall of 2008 –
52% of whom lived in New Orleans – making Tulane the largest private employer in the
city, and one of the largest in the Greater New Orleans area; and ENROLLEDHR NO. 118

WHEREAS, the average salary for full-time, full year employees at Tulane in fiscal
year 2008 was $60,600 – 22% greater than the average for all full-time, full year workers in
New Orleans, and 38% greater than the average for Greater New Orleans; and, in addition
to those who are directly employed by the university, Tulane Medical Center in 2009
employed 1,764; being also one of the city's largest private employers; and
WHEREAS, estimated off-campus spending by students at Tulane totaled $84.2
million during the 2008 academic year, which directly supported approximately 916 full-
time equivalent jobs throughout New Orleans; and
WHEREAS, estimated off-campus spending by visitors to Tulane totaled
approximately $68.8 million, which directly supported about 700 full-time equivalent jobs
within the city; and
WHEREAS, combining the impact of spending by the university, its students, and
visitors, and taking into account the multiplier effect of this combined spending, it is
estimated that in fiscal year 2008, Tulane accounted for approximately $694.6 million in
economic activity and more than 8,300 FTE jobs in New Orleans, and approximately $920
million in economic activity and nearly 10,600 FTE jobs throughout Louisiana; and
WHEREAS, in fiscal year 2008, research spending at Tulane totaled $146.1 million
– an increase of 76% since 2002, an average growth of 9.9% annually; and
WHEREAS, Tulane University was named by Kaplan/Newsweek's college guide as
one of the 25 "Hot Schools" in the nation in 2008; and
WHEREAS, according to U.S. News and World Report, Tulane University is among
the top national universities in the United States; ranked 50th among the best national
universities, 41st in the magazine's "Great Schools/Great Prices" category, and also cited for
its excellent service learning programs; and
WHEREAS, the A.B. Freeman School of Business is highly ranked by numerous
business publications; Entrepreneur magazine ranks the school 4th on its list of Top
Graduate Programs for Entrepreneurs; Forbes ranks it 52nd overall and 28th among private
universities; London's Financial Times ranks its EMBA program 64th internationally and
22nd nationally and its MBA program 61st internationally and 35th nationally; 	U.S. News
and World Report ranks its undergraduate program 42nd; America Economia ranks its MBA
program 20th nationally and 30th internationally; and ENROLLEDHR NO. 118

WHEREAS, the A.B. Freeman School of Business is home to Burkenroad Reports,
the acclaimed student-run stock analysis program; MBA and undergraduate business
students in this course work in small teams to analyze one public company each; and the
teams visit top management, develop financial models, and publish extensive investment
research reports; and
WHEREAS, U.S. News and World Report ranked the School of Law 48th in the
nation and its environmental law program 12th; and
WHEREAS, in its most recent report, the Gourman Report of Undergraduate and
Professional Programs in American and International Universities ranked Tulane's Latin
American studies program second in the United States; and
WHEREAS, Tulane University ranked 35th overall and 18th among private
universities in income received from technology transfer; and
WHEREAS, students in Tulane's School of Architecture URBANbuild program are
building new homes and designing neighborhoods for New Orleans residents; and
WHEREAS, the Student Hurricane Network, co-founded by Tulane law students,
attracted over 2,700 volunteers to provide legal assistance to Gulf Coast residents affected
by hurricanes Katrina and Rita; and
WHEREAS, Tulane physicians and medical students began the Tulane Community
Health Center at Covenant House in the days following Hurricane Katrina, the free clinic
having nearly 100,000 patients; and
WHEREAS, Tulane's Disaster Management Leadership Academy is the first
university program in the nation to offer training through the doctoral level in international
disaster management; and
WHEREAS, Tulane University ranked first in 2007- 2008 among U.S. and Canadian
colleges and universities in its percentage of bachelor's degrees in engineering awarded to
women.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Tulane University for a tradition of
academic excellence and does hereby designate Wednesday, May 26, 2010, as "Tulane
University Day at the Louisiana House of Representatives". ENROLLEDHR NO. 118

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Tulane University.
