HOUSE RESOLUTION NO. 123
BY REPRESENTATIVE PATRICIA SMITH
A RESOLUTION
To commend YouthBuild Capital City participants upon their outstanding accomplishments
and for making the effort to rebuild their lives and communities.
WHEREAS, YouthBuild Capital City is a federally funded program administered by
the East Baton Rouge Parish Housing Authority that targets at-risk young adults between the
ages of seventeen and twenty-four who are at an eighth grade or lower reading level and
have yet to receive their high school diplomas; and
WHEREAS, the goals of YouthBuild Capital City are to provide students with
educational assistance and direction in achieving a G.E.D., which is an essential step toward
a meaningful, rewarding, and sustainable future, and to offer them training to obtain a career
in the trade of construction; and
WHEREAS, YouthBuild Capital City begins the process of moving the students into
the career of construction by utilizing the National Center for Construction Education and
Research (NCCER), which is both a state and nationally recognized core curriculum and a
basic Trainee Apprenticeship Preparation (TAP) that includes safety, construction math,
introduction to hand and power tools, and rigging and blueprint reading; and
WHEREAS, in addition to classroom and lab training, participants also receive
OSHA training and certification for construction and begin actual on-the-job training as
crews working on refurbishing projects for the East Baton Rouge Parish Housing Authority;
and
WHEREAS, YouthBuild Capital City works diligently with the students of the
program to help them develop an understanding and mastery of day-to-day life and job
skills, including social skills, effective ways to do job searching, effective completion of
employment applications, interview etiquette, and fiscal responsibility; and ENROLLEDHR NO. 123

WHEREAS, through perseverance and their involvement with YouthBuild Capital
City, these young adults have formed a solid foundation which will serve them well in their
future endeavors.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend YouthBuild Capital City participants for
their outstanding accomplishments and for making the effort to rebuild their lives and
communities. 
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to YouthBuild Capital City.
