HLS 10RS-6080 ORIGINAL Page 1 of 2 Regular Session, 2010 HOUSE RESOLUTION NO. 182 BY REPRESENTATIVE MORRIS LEGISLATIVE AUDITOR: Requests the office of the legislative auditor to conduct a performance audit on the postsecondary education system A RESOLUTION1 To urge and request the legislative auditor to undertake a detailed performance study of2 postsecondary education in Louisiana, and to report his findings to the House of3 Representatives of the Legislature of Louisiana prior to the convening of the 20114 Regular Session.5 WHEREAS, the legislature and other policy makers throughout state government are6 under tremendous pressure to find cost savings in the operation of state government; and7 WHEREAS, in most cases the legislature remains committed to the services it has8 provided for; consequently, cost savings must come primarily through increases in efficiency9 rather than outright elimination of programs and services; this is nowhere more true than in10 postsecondary education; and 11 WHEREAS, in order for the legislature to know where improvements in efficiency12 and effectiveness are possible and how to make related and appropriate budget adjustments,13 it must have the best possible picture of current staffing levels, hiring and compensation14 practices, employee productivity and discipline, and performance management, and all such15 information needs to be available at the budget unit level so that the legislature can16 determine supervisor-to-staff ratios; and17 WHEREAS, there is also a need to evaluate how well postsecondary education is18 meeting the goals and objectives it is intended to address, including identification of the19 goals and objectives of postsecondary education, measurement of their achievement, and20 identification of activities that are not directed toward such goals or are ineffective in21 HLS 10RS-6080 ORIGINAL HR NO. 182 Page 2 of 2 achieving them, with a view toward their modification or elimination and redirection of1 resources; and 2 WHEREAS, during the 2009-2010 interim, the legislative auditor's office provided3 a tremendous amount of information that the legislature needs through its work for the4 Commission on Streamlining Government; and5 WHEREAS, the auditor's reports did not include information on postsecondary6 education, but that information is also desperately needed.7 THEREFORE, BE IT RESOLVED that the House of Representatives of the8 Legislature of Louisiana does hereby urge and request the legislative auditor to undertake9 a detailed study of the performance of postsecondary education in Louisiana, which study10 should provide a performance evaluation of how well goals and objectives of postsecondary11 education are being met, and also an economy and efficiency study, including but not limited12 to an examination of staffing levels, hiring and compensation practices, employee13 productivity and discipline, and performance management and should examine all of these14 factors at the budget unit level.15 BE IT FURTHER RESOLVED that the legislative auditor is requested to compile16 his findings in a report or reports and to submit the report or reports to the House of17 Representatives prior to the convening of the 2011 Regular Session.18 DIGEST The digest printed below was prepared by House Legislative Services.
