HOUSE RESOLUTION NO. 65
BY REPRESENTATIVE DIXON
ADMINISTRATION DIVISION:  Directs the commissioner of administration to submit a
layoff plan for the executive branch of state government for FY 2009-2010 and FY
2010-2011
A RESOLUTION1
To direct the commissioner of administration to submit reports outlining layoff plans2
approved by the State Civil Service Commission and the termination of grants and3
contracts on all state employees due to budget reductions in state government for4
Fiscal Years 2009-2010 and 2010-2011 to be presented to the House Committee on5
Appropriations  no later than September 1, 2010.6
WHEREAS, layoffs involving permanent employees must have a written plan7
submitted to State Civil Service at least two weeks prior to the effective date; and8
WHEREAS, layoffs involving probational employees do not require approval by9
State Civil Service Commission.10
THEREFORE, BE IT RESOLVED that the House of Representatives of the11
Legislature of Louisiana does hereby direct the commissioner of administration to submit12
detailed reports outlining layoff plans approved by the State Civil Service Commission of13
all permanent state employees due to budget reductions in state government for Fiscal Years14
2009-2010 and 2010-2011 to the House Committee on Appropriations no later than15
September 1, 2010. The report should include for all state departments the budget unit, the16
date the human resources director approved the plan, the date the State Civil Service17
Commission approved the plan, job title, the salary, the effective date and the geographical18
region in the state the position was located, and cost savings associated with each position19

BE IT FURTHER RESOLVED that the commissioner of administration is further1
directed to submit a detailed report outlining the termination of all nonpermanent employees,2
such as those funded through other charges and professional services contracts due to budget3
reductions in state government for Fiscal Years 2009-2010 and 2010-2011 to the House4
Committee on Appropriations no later than September 1, 2010. The report should include5
for all state departments the budget unit, the date the human resources director approved the6
plan, job title, the salary, the effective date and the geographical region in the state the7
position was located, and the cost savings associated with the termination of the grant or the8
contract for all state departments.9
BE IT FURTHER RESOLVED that all state agencies are hereby directed to10
cooperate fully with the commissioner of administration to assist the commissioner in11
complying with the requirements of this Resolution.12

(1)Detailed reports outlining layoff plans approved by the State Civil Service
Commission of all permanent state employees due to budget reductions in state
government for FY 2009-2010 and FY 2010-2011.
(2)Detailed reports outlining the termination of all nonpermanent employees, such as
those funded through other charges and professional services contracts due to budget
reductions in state government for FY 2009-2010 and FY 2010-2011.
Requires the detailed reports for all state departments include the budget unit, the date the
human resources director approved the plan, the date the State Civil Service Commission
approved the plan (if approval was required), the job title, the salary, the effective date and
the geographical region in the state the position was located, and the cost savings associated
with the terminations.
Directs state agencies to cooperate with the commissioner of administration as the
commissioner compiles the required information.
