RECORDS/RECORDATI ON:  Requests the House Committee on Civil Law and Procedure
to study redacting social security numbers from recorded documents
A STUDY REQUEST1
To the House Committee on Civil Law and Procedure to study the redaction of social2
security numbers from recorded documents and to report its findings to the House3
of Representatives prior to the convening of the 2011 Regular Session of the4
Legislature.5
WHEREAS, obtaining the social security number of a person is a key component6
used in identity theft; and7
WHEREAS, over the past several years, legislation requiring identifying information8
on recorded documents has been limited to requiring only the last four digits of the social9
security number in order to impede the commission of identity theft; and10
WHEREAS, prior to limiting social security numbers to the last four digits,11
Louisiana law required the inclusion of the entire social security number on certain recorded12
documents, and these documents are still part of the public records existing throughout the13
various parishes of this state; and14
WHEREAS, it would assist in the protection against identity theft if recorded15
documents were redacted in such a way as to remove all but the last four digits of the social16
security number.17
THEREFORE, the House of Representatives of the Legislature of Louisiana requests18
the House Committee on Civil Law and Procedure to study the redaction of social security19
numbers from recorded documents and to report its findings to the House of Representatives20
prior to the convening of the 2011 Regular Session of the Legislature.21 HLS 10RS-4540	ORIGINAL
