study the use of statutory dedications as part of the state budget
A STUDY REQUEST1
To the House Committee on Appropriations to study the use of statutory dedications as part2
of the state budget over the previous five fiscal years, including the occasions in3
which statutory dedications were used as a means of balancing the budget and the4
amount of statutorily dedicated funds appropriated compared with the balances in5
such funds, and to report its findings to the House of Representatives prior to the6
convening of the 2011 Regular Session of the Legislature of Louisiana.7
WHEREAS, there are numerous statutorily created dedications, some created in the8
Constitution of Louisiana, for a variety of purposes and uses; and9
WHEREAS, approximately four billion dollars in statutory dedications are10
incorporated into the current Fiscal Year (FY) 2009-2010 budget and three and one-half11
billion dollars are recommended for the FY 2010-2011 budget.12
THEREFORE, the House of Representatives of the Legislature of Louisiana requests13
the House Committee on Appropriations to study the use of statutory dedications as part of14
the state budget over the previous five fiscal years, including the occasions in which15
statutory dedications were used as a means of balancing the budget and the amount of16
statutorily dedicated funds appropriated compared with the balances in such funds, and to17
report its findings to the House of Representatives prior to the convening of the 201118
