GERMAIN AND THIBAUT LEGIS POWERS/FUNCTIONS. Constitutional Amendment to provide with respect to the election of the presiding officers of the Senate and the House of Representatives. (2/3- CA13s1(A)) A JOINT RESOLUTION1 Proposing to amend Article III, Section 7(C), relative to the election of officers of the Senate2 and the House of Representatives; to provide for the election of the president and3 president pro tempore of the Senate and the speaker and speaker pro tempore of the4 House of Representatives; and to specify an election for submission of the5 proposition to electors and provide a ballot proposition.6 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members7 elected to each house concurring, that there shall be submitted to the electors of the state, for8 their approval or rejection in the manner provided by law, a proposal to amend Article III,9 Section 7(C) of the Constitution of Louisiana, to read as follows:10 ARTICLE III. Representatives. The presiding officers shall be the president of the Senate and the1 speaker of the House of Representatives. The selection of the president and2 president pro tempore of the Senate and the speaker and speaker pro tempore3 of the House of Representatives shall be by confidential ballot. The clerical4 officers shall be the clerk of the House of Representatives and the secretary of the5 Senate, each of whom may administer oaths. 6 Section 2. Be it further resolved that this proposed amendment shall be submitted7 to the electors of the state of Louisiana at the statewide election to be held on November 2,8 2010.9 Section 3. Be it further resolved that on the official ballot to be used at said election10 there shall be printed a proposition, upon which the electors of the state shall be permitted11 to vote FOR or AGAINST, to amend the Constitution of Louisiana, which proposition shall12 read as follows:13 To provide for the election of the president and president pro tempore of the14 Senate and the speaker and speaker pro tempore of the House of15 Representatives by confidential ballot. Proposed constitutional amendment retains present constitution, and specifies that each house of the legislature is to choose its officers, including a permanent presiding officer selected from its membership in accordance with the rules adopted by each house. Proposed constitutional amendment further provides that the selection of the president and president pro tempore of the Senate and the speaker and speaker pro tempore of the House of Representatives is to be made by confidential ballot. Specifies submission of the amendment to the voters at the statewide election to be held on November 2, 2010. (Amends Const. Art. III, Sec. 7(C))
