GAMING. Permits electronic gaming devices featuring the card game "Blackjack" in
certain eligible facilities. (8/15/10)
AN ACT1
To enact R.S. 27:364(A)(6), relative to the Gaming Control Board; to provide for powers2
and duties; to permit certain gaming devices at eligible facilities; and to provide for3
related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 27:364(A)(6) is hereby enacted to read as follows: 6
ยง364. Gaming Control Board; powers and duties7
A. The board shall:8

(6) Permit, notwithstanding Item (A)(1)(b)(v) of this Section, an eligible10
facility located in a parish with a population in excess of two hundred seventy-11
five thousand according to the latest federal decennial census to acquire and12
deploy any electronic gaming devices featuring the card game "Blackjack," also13
known as "Twenty-one." Such devices acquired by the eligible facility shall not14
expand the number of electronic gaming devices authorized by law for the15
facility.16

DIGEST
Present law provides for powers and duties of the Gaming Control Board.
Present law authorizes the Gaming Control Board to adopt rules necessary to implement,
administer and regulate slot machine gaming.  Provides that such rules shall include a
prescription of the types of slot machines which may be operated and the games which may
be permitted.
Present law specifically prohibits the Board from adopting a rule authorizing a game of play
which requires, or typically includes, the participation of another natural person.
Proposed law provides that, notwithstanding present law, an eligible facility located in a
parish with a population in excess of 275,000 according to the latest federal decennial census
may acquire and deploy any electronic gaming devices featuring the card game "Blackjack,"
also known as "Twenty-one."  Provides that such devices acquired by the eligible facility
shall not expand the number of electronic gaming devices authorized by law for the facility.
Effective August 15, 2010.
