MOTOR VEHICLES. Creates a special prestige license plate for the American Cancer
Society, Mid-South Division's "Relay For Life". (8/15/10)
AN ACT1
To enact R.S. 47:463.141, relative to motor vehicle special prestige license plates; to provide2
for the creation and issuance of such plates; to provide for the design of such plates;3
to provide relative to the annual fee and disposition of such fee for such plates; to4
provide for the promulgation of rules and regulations; and to provide for related5
matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 47:463.141 is hereby enacted to read as follows: 8
ยง463.141. Special prestige license plate; Relay For Life9
A. The secretary of the Department of Public Safety and Corrections10
shall establish a special prestige motor vehicle license plate to be known as the11
"Relay For Life" plate. These license plates shall be restricted to use on12
passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans.13
B. The prestige license plate shall be issued, upon application, to any14
citizen of Louisiana, in the same manner as any other motor vehicle license15
plate.16
C. The secretary shall design the plates, which shall bear the official17 SB NO. 251

emblem of the American Cancer Society, Mid-South Division's "Relay For1
Life". The license plate shall be designed in consultation with the American2
Cancer Society, Mid-South Division.3
D. The charge for this special license plate shall be the standard motor4
vehicle license tax imposed by Article VII, Section 5 of the Constitution of5
Louisiana, plus an annual fee of twenty-five dollars for each plate, and a6
handling fee of three dollars and fifty cents to be retained by the department to7
offset a portion of administrative cost.8
E. The annual fee shall be collected by the department and forwarded to9
the American Cancer Society, Mid-South Division. The money received from10
the annual fee shall be used solely by the American Cancer Society, Mid-South11
Division's mission delivery programs within the state of Louisiana.12
F. The secretary shall adopt rules and regulations as are necessary to13
implement the provisions of this Section.14

Proposed law establishes a special prestige motor vehicle license plate to be known as
"Relay For Life" plate. These license plates will be restricted to use on passenger cars,
pickup trucks, recreational vehicles, motorcycles, and vans.
Proposed law provides that the secretary of DPS&C will design the plate in consultation with
the American Cancer Society, Mid-South Division and will bear the official emblem of the
American Cancer Society, Mid-South Division's "Relay For Life".
Proposed law provides for the standard motor vehicle license tax imposed plus an annual fee
of $25 for each plate, and a handling fee of $3.50 to be retained by the department to offset
a portion of administrative cost.
Proposed law provides that the department will collect the annual fee and forward it to the
American Cancer Society, Mid-South Division, and the money collected will be used solely
by the American Cancer Society, Mid-South Division's mission delivery programs within
the state of Louisiana.
Proposed law provides that the secretary will adopt rules and regulations as are necessary
to implement the provisions of proposed law.

Highways, and Public Works to the original bill.
1. Removes language prohibiting DPS&C from requiring a minimum number
of applicants prior to issuing the plate.
2. Adds motorcycles as a vehicle that may use the plate.
