HEALTH CARE. Requires DHH to study and evaluate all possible models of care which
seek to maximize the use of community hospitals for providing of acute and inpatient care
currently being provided by the hospital system operated by LSU Health Sciences Center.

AN ACT1
To enact R.S. 40:2003, relative to Louisiana State University Health Sciences Center2
hospitals; to require the Department of Health and Hospitals to study and evaluate3
various models that can be utilized to maximize the acute and inpatient care being4
provided by community hospitals; to provide for the reporting of such study and5
evaluation; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 40:2003 is hereby enacted to read as follows: 8
ยง2003.  Hospital system study9
A. The legislature hereby finds that the current model of care provided10
by the Louisiana State University Health Sciences Center hospital system is11
becoming fiscally unsustainable and may no longer be an efficient use of limited12
state and federal monies for providing health care services in this state.  The13
legislature further finds that it is in the best interest of the citizens of this state14
that different models which seek to shift acute and inpatient care from the15
public hospital system to the private community hospitals should be analyzed16
and evaluated.17 SB NO. 358

B. The Department of Health and Hospitals shall study and evaluate all1
possible models of care which seek to maximize the use of private community2
hospitals for providing acute and inpatient care currently being provided by the3
hospital system operated by Louisiana State University Health Sciences Center.4
C. The department shall report the findings of the study and evaluation5
to the legislature prior to the convening of the 2011 Regular Session of the6
Louisiana Legislature.7
Section 2. This Act shall become effective upon signature by the governor or, if not8
signed by the governor, upon expiration of the time for bills to become law without signature9
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If10
vetoed by the governor and subsequently approved by the legislature, this Act shall become11
effective on the day following such approval.12
