HOFFMANN 
TEACHERS. Requires the Department of Education to reimburse local school boards for
salary supplements paid to certain nationally board certified school personnel. (gov sig)
AN ACT1
To amend and reenact R.S. 17:421.6(A)(1), (B) and (C), 421.8(A) and (C), 421.9(B) and2
(C), 421.10(A), (B) and (C), and 421.11(A), (B) and (C) and to repeal R.S. 17:3
421.8(D), 421.9(F) and (G), 421.10(D) and (F), and 421.11(D) and (F), relative to4
salary supplements for school employees having certain certifications or credentials;5
to provide that school boards shall be reimbursed for payment of such supplements6
by the state Department of Education; to remove the limitation on the time period for7
teachers, school counselors, and school psychologists to qualify for such8
supplements; to repeal outdated provisions; and to provide for related matters.9
Be it enacted by the Legislature of Louisiana:10
Section 1. R.S. 17:421.6(A)(1), (B) and (C), 421.8(A) and (C), 421.9(B) and (C),11
421.10(A), (B) and (C), and 421.11(A), (B) and (C) are hereby amended and reenacted to12
read as follows: 13
§421.6. Adjustments in salaries of teachers having certificates issued by the14
National Board for Professional Teaching Standards15
A.(1) Effective for the 1999-2000 school year and thereafter, a  A full-time16

State Board of Elementary and Secondary Education and a valid certificate issued1
by the National Board for Professional Teaching Standards and who is employed by2
a school board to provide instruction to students shall receive from the school board,3
in addition to his annual salary as provided by law and school board policy, an4
annual amount of not less than five thousand dollars with such additional amount to5
be distributed in the same manner as the annual salary. For any teacher awarded the6
certificate issued by the National Board for Professional Teaching Standards during7
the 1999-2000 school year or thereafter, such additional amount shall be paid to the8
teacher beginning in the school year immediately following the school year in which9
the teacher is awarded the certificate.10

B. Subject to the appropriation of funds for this purpose, the The amount of12
the salary adjustment provided by a school board to a teacher or school administrator13
pursuant to the provisions of this Section shall be reimbursed to the school board14
annually by the state Department of Education. However, no such reimbursement15
shall exceed five thousand dollars per year per teacher or school administrator,16
including retirement benefits.17
C. In addition to any other requirements of this Section, to receive the salary18
adjustment provided by this Section an otherwise eligible person shall have been19
awarded the initial certificate issued by the National Board for Professional Teaching20
Standards prior to July 1, 2013. The salary supplement of any teacher or school21
administrator authorized by this Section shall continue for a period not to22
exceed the term of the national professional certificate as determined by the23
National Board for Professional Teaching Standards, which is a period not to24
exceed five years. However, such supplement shall continue in effect without25
interruption as long as the teacher or school administrator provides to the26
school board documentation of renewal by the national board.27

A. Effective for the 2001-2002 school year and thereafter, a  A full-time2
school counselor who holds both a valid Louisiana counseling credential approved3
and issued by the State Board of Elementary and Secondary Education and a4
National Certified School Counselor credential issued by the National Board for5
Certified Counselors and who is employed by a school board to provide services to6
students shall receive from the school board, in addition to annual salary, an annual7
amount of five thousand dollars with such additional amount to be distributed in the8
same manner as the annual salary. To receive the salary supplement provided by this9
Section, an otherwise eligible person shall have been awarded the initial credential10
issued by the National Board for Certified Counselors prior to July 1, 2013.11

issued by the National School Psychology Certification Board by June thirtieth shall24
be paid the initial supplement beginning in the school year immediately following25
such date provided he submits appropriate documentation to his employing school26
board.27
(2) The school board shall submit the appropriate documentation as required28

school social work issued by the state Department of Education and the Certified15
School Social Work Specialist credential issued by the National Association of16
Social Workers and who is employed by a school board to provide social work17
services to students shall receive from the school board, in addition to annual salary,18
an annual amount of five thousand dollars with such additional amount to be19
distributed in the same manner as the annual salary provided the amount for such20
supplement has been appropriated to the state Department of Education for21
reimbursement pursuant to Subsection C of this Section.22

School Social Work Specialist credential issued by the National Association of24

audiologists having certain certificates issued by the American12
Speech-Language Hearing Association13
A. Effective for the 2003-2004 school year and thereafter, a  A full-time14
school speech-language pathologist or audiologist who holds a valid Louisiana15
credential approved and issued by the state Department of Education, a license16
approved and issued by the Louisiana Board of Examiners for Speech-Language17
Pathology and Audiology, and a Certificate of Clinical Competence issued by the18
American Speech-Language Hearing Association and who is employed by a school19
board to provide or coordinate services to students shall receive from the school20
board, in addition to annual salary, an annual amount of five thousand dollars with21
such additional amount to be distributed in the same manner as the annual salary22
provided the amount for such supplement has been appropriated to the state23
Department of Education for reimbursement pursuant to Subsection C of this24
Section.25
B.(1) Any school speech-language pathologist or audiologist verified to have26

September 15, 2004, by the State Board of Elementary and Secondary Education for4
verification of the documentation and in order to receive reimbursement as provided5
in Subsection C of this Section.6
C. Subject to the appropriation of funds for this purpose, the The amount of7

Section 2. R.S. 17: 421.8(D), 421.9(F) and (G), 421.10(D) and (F), and 421.11(D)15
and (F) are hereby repealed.16
Section 3. This Act shall become effective upon signature by the governor or, if not17
signed by the governor, upon expiration of the time for bills to become law without signature18
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If19
vetoed by the governor and subsequently approved by the legislature, this Act shall become20
effective on the day following such approval.21

salary supplement of not less than $5,000/year to a teacher or administrator who holds both
a valid Louisiana teaching certificate and a valid certificate issued by the National Board for
Professional Teaching Standards. Further provides that the school board shall be reimbursed
by the Department of Education (DOE) if funds are appropriated for this purpose.
Proposed law deletes provisions of present law that make reimbursement to the employing
school board contingent upon legislative appropriation, and instead provides that DOE shall

Present law provides that to be eligible to receive the salary adjustment provided to
nationally certified teachers and administrators, an otherwise eligible person must have been
awarded the initial certificate by the National Board for Professional Teaching Standards
prior to July 1, 2013.
Proposed law removes this time restriction.
Proposed law provides that the salary supplement of any teacher or school teacher provided
by present law shall continue for a period not to exceed the term of the national professional
certificate, not to exceed five years. Further provides that such supplement shall continue
in effect without interruption as long as the teacher or school administrator provides
documentation of renewal by the national board.
