Requires the state superintendent of education to secure funding to provide an annual increase of at least 2.75% in the MFP. (gov sig) AN ACT1 To amend and reenact R.S. 17:22(2)(d), relative to the functions and duties of the state2 superintendent of education; to require the state superintendent to secure sufficient3 funding to provide an annual increase in the minimum foundation program formula;4 and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 17:22(2)(d) is hereby amended and reenacted to read as follows: 7 ยง22. Superintendent; functions and duties 8 The superintendent shall: 9 * * *10 (2) Provide the staff services for the board. In that regard the superintendent11 shall:12 * * *13 (d)(i) Prepare a minimum foundation program, a formula for the equitable14 allocation of minimum foundation funds to parish and city school systems, and15 budgets for adoption by the board. Upon adoption by the board of such program,16 formula, and budget for the ensuing fiscal year, the superintendent shall submit the17 SB NO. 491 SLS 10RS-552 ORIGINAL Page 2 of 2 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. budget in accordance with R.S. 39:33 and shall submit the minimum foundation1 program and formula to each member of the Joint Legislative Committee on the2 Budget and to each member of the House Committee on Education and the Senate3 Committee on Education for review not later than the fifteenth day of March in each4 year on the forms and in the manner prescribed and accompanied by such other data5 as the committees may require.6 (ii) Secure funding sufficient to provide an annual increase of at least7 two and three-fourths percent in the funding provided to city, parish, and other8 local public school systems through the minimum foundation program formula.9 Section 2. This Act shall become effective upon signature by the governor or, if not10 signed by the governor, upon expiration of the time for bills to become law without signature11 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
