Regular Session, 2010 ENROLLED SENATE BILL NO. 505 BY SENATOR JACKSON AN ACT1 To enact Chapter 20-F of Title 17 of the Louisiana Revised Statutes of 1950, to be2 comprised of R.S. 17:3046 through 3046.2, relative to need-based financial3 assistance for students enrolled in Louisiana colleges and universities; to statutorily4 create the Louisiana GO Grant program; to provide with respect to eligible colleges5 and universities; to provide for eligibility requirements for student participation in6 the program; to provide for program rules and administration; and to provide for7 related matters.8 Be it enacted by the Legislature of Louisiana:9 Section 1. Chapter 20-F of Title 17 of the Louisiana Revised Statutes of 1950,10 comprised of R.S. 17:3046 through 3046.2, is hereby enacted to read as follows:11 CHAPTER 20-F. LOUISIANA GO GRANT PROGRAM12 §3046. Louisiana GO Grant program; legislative findings13 The legislature finds that a college education should be available to all14 qualified students, regardless of their financial means, and declares that the15 Louisiana GO Grant program established by the Board of Regents has16 enhanced access to postsecondary educational opportunities for Louisiana17 students with demonstrated financial need by providing critically needed18 assistance to help cover the cost of attending postsecondary education19 institutions in the state. The legislature further finds that leveraging access to20 postsecondary education for students with demonstrated financial need ensures21 that all qualified students are afforded an opportunity to achieve their full22 educational potential, increase their overall quality of life, and maximize their23 contribution to the state's economic development.24 ACT No. 655 SB NO. 505 ENROLLED Page 2 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. §3046.1. Eligibility1 The Board of Regents shall provide for the participation of any student2 who meets the following requirements:3 (1) Is a Louisiana resident at the time of application.4 (2) Meets the admission requirements and is enrolled in a Louisiana5 public college or university or a regionally accredited independent college or6 university in the state that is a member of the Louisiana Association of7 Independent Colleges and Universities, hereafter referred to collectively as8 "eligible colleges and universities".9 (3) Is a recipient of a federal Pell Grant or has submitted a Free10 Application for Federal Student Aid and is a recipient of a financial need grant11 from an eligible college or university or any other need-based aid as determined12 by the Board of Regents.13 (4) Is determined to have unmet needs with regards to the ability to pay14 the cost of attendance for the eligible college or university in which the student15 is enrolled.16 (5) Maintains steady academic progress as defined by the Board of17 Regents for continued participation.18 (6) Meets any other eligibility criteria the Board of Regents may require.19 §3046.2. Administration; rulemaking authority20 A. The Board of Regents shall establish the criteria for initial and21 continuing eligibility, the method for determining the award amount, and other22 program requirements not otherwise provided in this Chapter.23 B. The Louisiana Student Financial Assistance Commission, through the24 office of student financial assistance, shall administer the program and shall25 adopt rules necessary to implement the provisions of this Chapter in accordance26 with the Administrative Procedure Act.27 Section 2. This Act shall become effective upon signature by the governor or, if not28 signed by the governor, upon expiration of the time for bills to become law without signature29 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
