SENATE BILL NO. 524

AN ACT1
To enact R.S. 47:463.141, 463.142, and 463.143, relative to motor vehicle special prestige2
license plates; to provide for the establishment and issuance of the "Zulu Social Aid3
and Pleasure Club" plate; to provide for the establishment and issuance of the4
"Warren Easton High School" plate; to provide for the establishment and issuance5
of the "LSU School of Dentistry" plate; to provide for the design of such plates; to6
provide relative to the fee and application of the fee for such plates; to authorize the7
promulgation of rules and regulations; and to provide for related matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1. R.S. 47:463.141, 463.142, and 463.143 are hereby enacted to read as10
follows: 11
§463.141.  Special prestige license plate; Zulu Social Aid and Pleasure Club12
A. The secretary of the Department of Public Safety and Corrections13
shall establish a special prestige license plate to be known as the "Zulu Social14
Aid and Pleasure Club", hereafter referred to as the "organization", plate,15
subject to the provisions of this Section. The license plate shall be restricted to16
passenger cars, pickup trucks, vans, and recreational vehicles. The color and17
design of the license plate shall be selected by the organization's designee, shall18
contain the organization's logo, and shall otherwise be in compliance with the19
provisions of R.S. 47:463(A)(3).20
B. The prestige license plate shall be issued upon application to any21
member in good standing of the organization.22
C. The charge for this special license plate shall be the standard motor23
vehicle license tax imposed by Article VII, Section 5 of the Constitution of24
Louisiana, plus an annual royalty fee of twenty-five dollars for each plate, and25
a handling fee of three dollars and fifty cents which shall be retained by the26
department to offset administrative costs.27 SB NO. 524	ENROLLED

D. The annual royalty fee shall be collected by the department and1
forwarded to the organization. The money received from the royalty fee by the2
organization shall be used solely for academic or financial need-based3
scholarships for students attending any public or private college or university4
in the state of Louisiana. The organization shall be responsible for establishing5
and disbursing the funds for the scholarship program.6
E. The secretary shall establish a prestige license plate for the7
organization in accordance with the provisions of this Section when both of the8
following conditions are met:9
(1) All necessary contracts regarding use of the organization's logo have10
been executed.11
(2) The secretary has received a minimum of one thousand applications12
for the license plate.13
F. The secretary shall promulgate rules and regulations as are necessary14
to implement the provisions of this Section.15
§463.142.  Special prestige license plate; Warren Easton Senior High School16
A. The secretary of the Department of Public Safety and Corrections17
shall establish a special prestige license plate to be known as the "Warren18
Easton Senior High School",provided there is a minimum of one thousand19
applicants for such plates. The license plate shall be restricted to passenger cars,20
pickup trucks, vans, and recreational vehicles. The color and design of the21
license plate shall be selected by the principal of Warren Easton High School22
and shall otherwise be in compliance with the provisions of R.S. 47:463(A)(3).23
B. The prestige license plate shall be issued, upon application, to any24
citizen of Louisiana.25
C. The charge for this special license plate shall be the standard motor26
vehicle license tax imposed by Article VII, Section 5 of the Constitution of27
Louisiana, plus an annual royalty fee of twenty-five dollars for each plate, and28
a handling fee of three dollars and fifty cents which shall be retained by the29

the scholarship fund to be used solely for academic or financial need-based4
scholarships for students attending Warren Easton Senior High School. Warren5
Easton Senior High School shall be responsible for establishing and disbursing6
the funds for the scholarship program.7
E. The secretary shall promulgate rules and regulations as are necessary8
to implement the provisions of this Section.9
§463.143.  Special prestige license plate; LSU School of Dentistry10
A. The secretary of the Department of Public Safety and Corrections11
shall establish a special prestige license plate to be known as the "LSU School12
of Dentistry", provided there is a minimum of one thousand applicants for such13
plates. The license plate shall be restricted to passenger cars, pickup trucks,14
vans, and recreational vehicles. The color and design of the license plate shall15
be selected by the dean of the LSU School of Dentistry and shall otherwise be16
in compliance with the provisions of R.S. 47:463(A)(3).17
B. The prestige license plate shall be issued, upon application, to any18
citizen of Louisiana.19
C. The charge for this special license plate shall be the standard motor20
vehicle license tax imposed by Article VII, Section 5 of the Constitution of21
Louisiana, plus an annual royalty fee of twenty-five dollars for each plate, and22
a handling fee of three dollars and fifty cents which shall be retained by the23
department to offset administrative costs.24

royalty fee by the LSU School of Dentistry, shall be used solely for academic or27
