(7/1/10) AN ACT1 To enact R.S. 47:463.141, relative to motor vehicle special prestige license plates; to2 commemorate the 2009 World Champion New Orleans Saints; to provide for the3 creation and issuance of such plates; to provide for the design of such plates; to4 provide relative to the fees and disposition of the fees for such plates; to authorize5 the promulgation of rules and regulations; and to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 47:463.141 is hereby enacted to read as follows:8 §463.141. Special prestige license plate; 2009 World Champion New Orleans9 Saints; disposition of fees10 A. The secretary of the Department of Public Safety and Corrections11 shall establish a special prestige motor vehicle license plate to commemorate the12 2009 World Champion New Orleans Saints, provided that there is a minimum13 of one thousand applicants for such plates. The license plate shall be restricted14 to use on passenger cars, pickup trucks, recreational vehicles, and vans.15 B. The license plate shall be designed by the New Orleans Saints in2 consultation with the state of Louisiana, through the office of motor vehicles.3 However, the first three hundred plates shall have a color design which shall be4 reversed for subsequent plates.5 D. Except as provided in Subsection E of this Section, the charge for the6 special prestige license plate shall be the standard motor vehicle license tax7 imposed by Article VII, Section 5 of the Constitution of Louisiana plus an8 additional annual fee of twenty-five dollars for each plate which shall be9 collected by the department every two years upon renewal of the plate. A10 handling fee of three dollars and fifty cents shall also be charged and retained11 by the department to offset a portion of administrative cost.12 E. The department shall reserve the first three hundred of the plates for13 purchase at the direction of the New Orleans Saints. Notwithstanding the14 provisions of Subsection D of this Section, the charge for the first three hundred15 plates reserved pursuant to this Subsection shall be the standard motor vehicle16 license tax imposed by Article VII, Section 5 of the Constitution of Louisiana17 plus an additional annual fee of two hundred fifty dollars for each plate which18 shall be collected by the department every two years upon renewal of the plate.19 A handling fee of three dollars and fifty cents shall be charged and retained by20 the department to offset a portion of administrative cost.21 F. The additional fee of twenty-five dollars or two hundred fifty dollars22 shall be collected by the department and deposited into the state treasury. The23 money received from such additional fees shall be used solely to pay debt service24 on state debt issued to fund improvements to the Louisiana Superdome and the25 Professional Sports Facilities in Jefferson and Orleans Parishes owned by the26 Louisiana Stadium and Exposition District.27 G.
